One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-14) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: -Analyzing and advising on the effectiveness of large-scale financial activities, processes, and systems Providing data-driven recommendations or solutions that impact organizational financial management policies and procedures. Partnering with internal and external stakeholders to provide advice on controversial, sensitive or high-profile operational, budgetary, or financial management issues. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-14 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Serves as the Director of the Defense Finance and Accounting Service (DFAS) Texarkana Site managing Non-Appropriated Fund (NAF) Accounting, Civilian Pay, Disbursing, Travel Pay, and Vendor Pay for Army and Department of Defense customers.
Oversees the development and revisions of plans, budgets, and other organizational changes.
Directs the administration of activities that support and affect all elements of the Directorate, including activities related to the development and execution of strategic goals, policies, and procedures.
Provides recommendations for improving the business practices of the Directorate based upon comprehensive analysis of present operations and organizational structure
Assesses financial management policy and procedures to ensure the Directorate maintains a sound and progressive program that meets Agency goals and objectives.
Plans, manages and supervises the assigned area which consists of General Schedule (GS) and Non-Appropriated Fund (NAF) personnel.
Serves as the functional proponent and Chair of the Configuration Control Board for the various automated systems that support NAF operations.
