Job Description:

This position operates within the Federal Transit Administration (FTA), Office of Transit Safety and Oversight (TSO), Office of Safety Oversight and Compliance (TSO-20), Safety Enforcement Drug and Alcohol Compliance Division (TSO-23). Serves as a liaison between FTA Headquarters and the Regional Office(s) performing a variety of safety related oversight and compliance activities.
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet the experience qualifications. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience applying knowledge of engineering principles and practices to perform a variety of transit operations, maintenance, and safety activities; AND Experience analyzing, evaluating, and proposing recommendations to engineering and project management problems, conducting compliance audits and/or reviews, and presenting the findings to other employees or senior management officials; AND Experience directing oversight of various aspects of capital projects (transit systems preferred), including planning, construction and operation, engineering oversight, technical guidance, and policy review. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Safety Engineering - Knowledge of the concepts, principles, theories, and methods to identify, control, mitigate, and eliminate safety hazards in the design and use of facilities, equipment, operations, and work processes. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Personnel Security and Safety - Knowledge of methods and controls of personnel, public safety, and security operations; investigation and inspection techniques; or rules, regulations, precautions, and prevention techniques for the protection of people, data, or property. Decision Support - Knowledge of decision support theories, methods, and tools for identifying, synthesizing, representing, and evaluating the important aspects of a decision situation and prescribing the recommended course for decision makers and other stakeholders. Oral Communication - Express information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); make clear and convincing oral presentations; listen to others, attend to nonverbal cues, and respond appropriately. As a General Engineer (Senior Regional Safety Officer) you will: Senior RSO serves as lead overseeing and performing a variety of complex program activities that include: Conduct Comprehensive Agency Safety Reviews (CASR) for State Safety Oversight Agencies (SSOA's) and Rail Transit Agencies (RTA's) in the State Safety Oversight (SSO) program. Monitor SSOA's and RTA's compliance with regulatory requirements and enforcement actions. Inspection and coordination of safety activities, implementation of Safety Management Systems (SMS) policy and associated technical resource materials for transit agencies. The incumbent will provide transit safety assessments of tasks in the areas of bus and rail operations. The ideal candidate is self-motivated, has demonstrated knowledge and expertise involving transit vehicle safety, technical standards, possesses sound engineering judgment, engineering design, safety, or regulatory work experience that includes researching, analyzing, compiling data or regulatory information, documenting findings of field inspection compliance procedures and specifications. Must have strong analytical and communication skills. Must be able to manage projects and work cooperatively with stakeholders to improve safety.
