This position is located at Kayenta Service Unit (CSU), Division of Clinical Services, Pharmacy Branch, Kayenta, Arizona. The Kayenta Alternative Rural Hospital (KARH) provides such specialty services as Internal Medicine, Pediatric, OB-GYN, Emergency Room, Mental Health, Dental, Specialty Care (Surgery, Cardiology, ENT, Ophthalmology, etc.) and Family medicine. The employee serves as the Supervisory Pharmacist for the Inpatient Section.

Basic Requirements for the GS-12 (or equivalent) Grade Level: NOTE: Employees currently assigned to positions in this occupational series as of September 2017 will be considered to have met the basic requirements for the position occupied. Education: A doctoral degree in Pharmacy that is recognized by the Accreditation Council for Pharmacy Education (external link) (ACPE) or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. Licensure: Applicants must be licensed to practice pharmacy in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Experience: Applicant's qualifications background must demonstrate the knowledge, skills, abilities, and competencies necessary to perform the work of the position. Pharmacy work requires knowledge of the use, clinical effects, and composition of medications, including their chemical, biological, and physical properties. Qualifying professional pharmacy experience may involve, but is not limited to: Dispensing medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects; Evaluating medication use patterns and outcomes for patients in hospitals or managed care organizations; Performing administrative, consultative, or staff advisory work for a medical facility's pharmacy program; Planning, monitoring and evaluating medication programs or regimens; Establishing medication-handling procedures for the storage and preservation of medications; Researching medical literature and/or clinical medication information to provide accurate responses to inquiries; and/or Maintaining all medication records required by law. SUPERVISORY AND MANAGERIAL ABILITIES: Candidates must have demonstrated in their work experience or training that they possess, or have the potential to develop, the qualities of successful supervision, as listed under the appropriate category below: Ability to motivate, train and work effectively with subordinates who have a variety of background and training. Ability to accomplish the quality and quantity of work expected with set limits of cost and time. Ability to plan own work and carry out assignments effectively. Ability to communicate with others effectively, both orally and in writing, in working out solutions to problems or questions related to work. Ability to understand and further manage goals as these affect day-to-day work operations. Ability to develop improvements in or design new work methods and procedures. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: provide inpatient pharmacy services and the preparation of the complete range of sterile products, parenteral, enteral, and parenteral nutrition, and intravenous additives for a large medical facility; take steps to prevent drug reactions or interactions; ensure correct labeling, handling and storage of pharmaceutical products; advise physicians of possible safety issues; compound drugs as prescribed, including IV and chemotherapy drugs; teach pharmacy techniques/procedures to other pharmacists; conduct studies of drugs to determine their effectiveness and safety. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Exercises full supervisory responsibilities for planning, organizing, reviewing, evaluating and implementing all duties. Directly supervises outpatient operation line supervisor to optimize work flow operation; oversees pharmacy ambulatory clinics and provides administrative and technical supervision and identifies challenges, prioritizes efforts, develops expectations for programs. Exercises initiative and independent judgment to plan and provide patient care services; coordinates efforts with other departments and agencies to effectively resolve any conflicts that may arise. Provides direct pharmaceutical services to inpatients. Selects, procures, prepares, and dispense only those medications that conform to standards of quality for potency, purity, and effectiveness at the time they are administered to or used by patients; packages, manufactures, and compounds products, including unit dosage and intravenous additives that are not commercially available; maintains the necessary legal records on controlled substance drugs and other prescription products. Reviews and analyzes records; reports and monitors other evidence of work production, expenditures, utilization of resources for the purpose of funds control. Monitors and maintains operating budget; reviews and initiates procedural changes to correct areas of inadequacies and deficiencies. Conducts monthly inspection of clinics/departments to ensure proper storage, and potency of stocked medications. Develops and implements drug use evaluation procedures and medication use indicators for the ambulatory setting.
