Job Description:

This position is in the Architect of the Capitol (AOC), Office of the Chief Engineer. This role serves as a Project Management Information Systems (PMIS) administrator responsible for developing solutions or recommended courses of action to address the needs of system users, managers, and stakeholders.
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. It is available for your review on the OPM web site at OPM qualification standards Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For the GS-09: You must have the following: Specialized experience: Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates all of the following: Working knowledge of the use of Project Management Information System (PMIS) for building and construction projects (i.e. e-builder, Kahua, Aconex, Oracle Univer, ProjetTeam or equivalent software application). Assist senior analyst with user support. Troubleshoot non-technical issues. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR Combination of education and experience: An equivalent combination of the specialized experience and the graduate-level education described above. For the GS-11: You must have the following: Specialized experience: Candidates for the GS-11 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-09 grade level in the Federal service that demonstrates all of the following: Broad knowledge of the use of Project Management Information System (PMIS) for building and construction projects (i.e. e-builder, Kahua, Aconex, Oracle Univer, ProjetTeam or equivalent software application). Provide user support and training. Troubleshoot technical and/or non-technical issues. Develop reports and documenting workflow processes. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR Combination of education and experience. An equivalent combination of the specialized experience and the graduate-level education described above.
If selected at the GS-9 grade level, you will perform progressively more responsible duties and responsibilities on a gradual basis leading to the full performance level. The selectee works with senior analysts and will perform the following duties (listed as a GS-11): Project Management Information Systems Administration and Management (50%) Facilitates effective construction project management though improvement and implementation of automated systems. Assesses the reliability and effectiveness of Project Management Information Systems (PMIS). Performs life cycle cost/benefit analysis and recommends upgrades to legacy systems or recommends new acquisitions as applicable. Provides user support and training, and develops customized reports and workflow processes for users and managers to facilitate project management procedures and processes. Develops, monitors and updates PMIS training material and user guides to remain current with system features and functionality. Creates and manages user accounts, access, permissions and roles. Data Management and Reporting (30%) Troubleshoots technical issues and provides guidance and assistance with users and AOC business units. Develops and designs new reports and workflow processes as requested by user community and provides design guidance. Ensures reports and processes are completed timely and accurately. Ensures all system generated reports and workflow processes are reliable and without error. Ensures that all material issues, both system-related and other, are promptly communicated to managers and supervisors. Information Technology (IT) (20%) Assists in system development, upgrade projects, and implementation and integration of new systems. Participates in system upgrades, including requirements gathering and documentation, functional design documentation, configuration setup, testing and training; supports and identifies opportunities to implement advanced features. Assists in the development of AOC/OCE policies and procedures for new processes and additional functionalities and contributes solutions and guidance in improving project management processes.
