To qualify for an Accountant, your resume and supporting documentation must support: A. Basic Education: Bachelor's Degree or higher in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. Applicants MUST submit a copy of their college transcripts from an accredited educational institution which reflects that an accounting or equivalent degree was conferred and the date conferred. Failure to submit your transcripts may result in lost consideration. OR A. Combination of Education and experience - at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. In addition to meeting the Basic Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes: Provides technical direction on financial reporting functions, audit readiness activities, plus other financial analysis activities. Develops ways to improve existing financial reporting processes. Analyzes Intra-governmental and Inter-governmental transactions, including trading partners. Provides audit support such as responding to auditor requests and developing and executing corrective action plans to remediate audit findings. Performs accounting and financial program analysis work to include maintenance of records and preparation of financial statements and note disclosures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. As an Accountant, you will be responsible for the following duties:
Monitors and evaluates automated data processing systems used in complex accounting processes, identifying critical system deficiencies and recommending innovative solutions to ensure data integrity and process efficiency.
Independently analyzes complex financial data, identifying anomalies and discrepancies, and develops comprehensive recommendations for corrective actions to ensure accuracy and compliance with GAAP and other regulatory requirements.
Implements business activities and process improvements to significantly streamline the financial reporting process, resulting in optimized efficiency, reduced costs, and enhanced data quality.
Contributes to the strategic development, implementation, and evaluation of financial policies and procedures, ensuring alignment with organizational goals and regulatory requirements.
Conducts in-depth analysis of changes in financial statement account balances, interpreting complex FASAB, DoD, and/or DLA guidelines, and provides expert advice to management on the implications of these changes.
Prepares complex financial statement note disclosures and variance analyses, ensuring accuracy, completeness, and compliance with all applicable regulations and accounting standards, and presents findings to senior management.
Actively partakes in all aspects of audit support, ensuring timely and accurate fulfillment of PBC requests, proactively identifying and resolving potential audit issues, participating in walkthroughs-
-with auditors to explain accounting processes and controls, and monitoring departmental responsiveness to audit requests to facilitate efficient and effective audit processes.
