Job Description:

As the Supervisory Social Worker, the incumbent serves in a dual role as a supervisor and GPD social worker. The incumbent is responsible for the professional and administrative management in the Health Care for Homeless Veterans GPD/Contract Program at the Community Referral Resource Center (CRRC) a satellite Mental Health outpatient clinic of the Ralph H Johnson VA Medical Center.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. ยง 7403(f) Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements above, at the GS-12 grade level the following is also required: One year of experience equivalent to the GS-11 grade level. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: 1. Ability to independently organize work, set priorities, and meet multiple deadlines. 2. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. 3. Ability to ensure provision of clinical social work services. 4.Ability to provide staff training and development. 5. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Preferred Experience: As the Supervisory Social Worker, the incumbent serves in a dual role as a supervisor and GPD social worker. The incumbent is responsible for the professional and administrative management in the Health Care Homeless Veterans GPD/Contract Program at the Community Referral Resource Center ( CRRC) a satellite outpatient clinic of the Ralph H Johnson VA Medical Center. The incumbent, under the direction of the CRRC Program Supervisor, directs clinical services with the program coordination responsibilities. In addition to coordinating with the CRRC Program Manager the GPD Supervisor will receive consultation from the VISN and National GPD program specialist to establish and review program metrics. The Supervisory Social Worker provides clinical and administrative oversight to the specialty program, managing the daily operation, developing policies and procedures and preparing reports and statistics for facility, VISN and national use. The incumbent ensures that the monthly performance measures for the program are met. Develops, implements and evaluates clinical guidelines and protocols to establish appropriate utilization of services. Provides case management services at Homeless Grant & Per Diem sites, utilizing various treatment modalities of individual and group work, casework, community organization, and community outreach activities to alleviate or remove problems that interfere with the Homeless Grant & Per Diem Program. Provides clinical consultation to staff at Homeless Grant & Per Diem sites. Monitors the clinical care and assesses the compliance of the programs receiving per diem as described in the original grant application. When necessary, the incumbent intervenes to facilitate compliance or corrective actions and, when appropriate, develops, facilitates, and monitors plans of actions. GPD Supervisor also coordinates and directs annual inspections at all Grant & Per Diem sites. Performs the administrative and personnel management functions relative to staff supervised. Incumbent assigns work, establishes guidelines and performance expectations for staff, and communicates them through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Works to resolve informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as an appropriate to the authority delegated in this area. Reviews and approves or disapproves leave requests. Incumbent assures that subordinates are trained and fully comply with the provisions of the safety regulations. Work Schedule: 8:00am-4:30pm Monday-Friday. Work Schedule may be subject to change based on agency needs.
