About the Position: This position is located at the Real Estate Division, US Army Corps of Engineers, Portland District in Portland, Oregon. As a Program Analyst for Real Estate Division's programs and projects, you will be responsible for maintaining project/program data in the Corp's project management system (P2), managing the real estate administrative fee program, and responding to resource management issues pertaining to Real Estate Division (RE)

GS-09 Qualifications: Specialized Experience: One year of specialized experience which includes experience with developing/monitoring budgets, budget estimates and forecasts, and execution of programs with complex funding authorizations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). -OR- Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Accounting, Business Management, Financial Management, etc. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Qualifications: Specialized Experience: One year of specialized experience which includes experience with developing budget estimates and forecasts and advising on manpower utilization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). -OR- Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Accounting, Business Management, Financial Management, etc. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. GS-12 Qualifications: Specialized Experience: One year of specialized experience which includes experience with fact-finding and using investigative techniques; experience with oral and written communications; and experience with the development of presentations pertaining to manpower utilization and pulling budget related reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Budget Administration Cost Estimation and Analysis Strategic Thinking Technical Competence Time in Grade Requirement at the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Provide management support services in the areas of program cost analysis, annual/multi-year/long range fiscal planning, and development of annual budgets(s) for organizations whose operations are interrelated and unstable
Funding sources include direct and reimbursable civil works appropriations, externally sourced funds, work for others, as well as revolving funds, and are received from a variety of customers and sources.
Coordinate and develop schedules and long-range budget estimates for assigned RE activities, ensuring that they are in agreement with established goals and targets.
Review budget guidance for impact on assigned area of expertise.
Participate in the development of local business processes to insure consistent application of budget formulation guidance within the organization
Provide guidance to customers/functional area specialists, team members, program/project managers (PMs), and RE managers.
Develop and brief formal presentations of RE budgets to management and operating officials.
Responsible for day-to-day management and administration of the organization's budget.
Prepare a variety of recurring and special summary reports.
