The primary purpose of this position is to serve as Executive Director in all areas of responsibility, to include providing executive leadership, direction, and organizational policy in all Wing functions across the installation.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program Series 0301 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include: With full cognizance of Wing programs and activities, appraises progress being made in terms of the stated goals and objectives. Gives executive level direction to subordinate organizations and advises the Wing Commander on feasibility of actions proposed or directed at resolving pressing problems. Conducts independent assessments of selected programs, mission areas, or functional areas assigned to the Wing. In concert with the Commander is responsible for overall management of the Wing and oversight of assigned Groups and their Squadrons for AF Seek Eagle Office, Civil Engineering, Maintenance, Medical, Mission Support, Operations, Range, and Test. Formulates plans for Wing Commander to implement new policies for management of Wing activities. Participate in making key decisions concerning the utilization of resources allocated for accomplishment of the mission. Through subordinate supervisory personnel, assures the establishment of standards of professional and technical quality and ensures standards are maintained. Evaluates the background of prospective candidates for critical positions and recommends selection of key personnel for senior level positions. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of management methods, practices, procedures, regulations, policies and processes. 2. Detailed knowledge of missions, functions, goals, objectives, work processes, and sources of resources pertinent to Wing programs and organizations. 3. Knowledge of safety, security, personnel management, and EO regulations, practices, and procedures. 4. Ability to plan, organize, and direct a function and mentor, motivate, and apprise the staff of an organization through subordinate supervisors. 5. Ability to analyze, plan and adjust work operations of one or more organizational segments to meet program requirement and/or mission objectives within available resources. 6. Expert knowledge of planning and programming guidelines, such as new or revised legislation. 7. Knowledge of automated data processing concepts and systems capabilities to accomplish planning and programming tasks. 8. Expert skill in formulating, justifying, and/or analyzing requirements for programs and resources. 9. Ability to gather, assemble, and analyze data to prepare and defend mission requirements, develop alternatives, resource requirement and make recommendations to resolve program problems and provide policy and guidance. 10. Ability to communicate, effectively, both orally and in writing, to justify, defend, present, advocate, and/or advise on policies, procedures, processes, actions and decision impacting the Wing and other installation organizations. 11. Knowledge of and ability to apply personnel management regulations, policies, principles and practices. 12. Expert knowledge of the resource management process which directly impacts the Wing mission. 13. Ability to establish and maintain effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations at OSD, Air Staff, MAJCOM, Center, Wing, installation organizations, and community partners at 0-6 and above. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
