Job Description:

This Supervisory Physical Therapist position is in Physical Medicine and Rehabilitation services at the VA Central Western Massachusetts location . This position is a full-time at 40 per week. This position is a Temporary Promotion that may be made permanent without further competition.
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education and experience. The individual must meet at least one of the requirements below: Bachelor's degree in Physical Therapy AND five (5) years of progressively independent experience as a physical therapist. OR Master's degree in Physical Therapy AND two (2) years of progressively independent experience as a physical therapist. OR Doctorate degree in physical therapy. Licensure. Individuals hold a full, current, and unrestricted license to practice physical therapy in a State, Territory or Commonwealth of the United States, or in the District of Columbia. English Language Proficiency. Individuals appointed under authority of 38 U.S.C. chapters 73 or 74, to serve in a direct patient-care capacity in VHA must be proficient in written and spoken English. See Chapter 2, section D, paragraph 5a, this part. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Experience. In addition to meeting the basic requirements, one year of progressively complex experience equivalent to the GS-13 grade level. In addition, the candidate must demonstrate all the following knowledge, skills and abilities. GS-14 Physical Therapist Supervisor: Advanced knowledge of evidence-based practices and clinical practice guidelines in multiple professional areas. Skill in managing interpersonal relationships and conflict resolution in dealing with a diverse range of employees, discipline lead(s), and administrators. Ability to translate extensive rehabilitation knowledge into local policy development. Ability to effectively supervise staff by providing clinical and administrative oversight. This includes ability to manage resources, evaluate employees and assign work. Ability to collaborate with strategic planning committees at local, VISN or national levels for new ventures addressing patient care delivery systems, facilities management, system reorganizations, etc. References: VA Handbook 5005/99 The full performance level of this vacancy is GS-14. The VA CWM HCS includes a complex and affiliated medical center consisting of the Edward P. Boland Medical Center with a Community Living Center (CLC), an acute psychiatry ward, Residential Rehabilitation Treatment Programs (RRTP), and six community-based outpatient clinics (CBOC) dispersed throughout Massachusetts. The CWM HCS is affiliated with multiple academic institutions that provide training programs in several medical specialties (i.e., primary care, cardiology, nephrology, rheumatology, etc.). VISN 1 is a large, multi-mission network, comprised of eight medical centers serving six states. The Physical Medicine & Rehabilitation Service (PMRS) Line impacts healthcare delivery systems within the VISN and VHA administration up to and including the national level, private organizations, affiliated universities, veteran service organizations, and other public groups which have an impact on and interest in the VISN and its Network components. Duties include but are not limited to: Provides Physical Therapy for patients with physical and/or functional disabilities limiting independence in self-care and living skills. Independently plans, develops, and implements Physical Therapy services including patient care, staff in-servicing and clinical education. Evaluates and treats patients with multiple medical problems involving physical, psychosocial, and cognitive disabilities. Evaluates and treats patients appropriate to diagnosis and age. Applies highly specialized Physical Therapy skills, concepts, and rehabilitative techniques to meet complex treatment objectives for patients whose illness is acute, critical, and/or chronic. Has advance training in the discipline of Physical Therapy through continuing education with certification, continuing education, specialized experience, and/or general experience in direct patient care.
