Job Description:
Serves as the Supervisory Engineering Technician for the Automation Engineering Department at the Consolidated Mail Outpatient Pharmacy (CMOP) located in Leavenworth, KS. The CMOP is responsible for the provision of the technical dispensing of outpatient prescriptions processed through the mail. The CMOP Leavenworth services the Veteran population from VISNs 15, 19, and 23 as well as ChampVA nationwide and approximately 60 Indian Health Service (IHS) Health Care Facilities.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/11/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Individual Occupational Requirement (IOR): Possess practical knowledge of the methods and techniques of engineering or architecture and construction, application, properties, operations, and limitations of engineering systems, processes, structures, machinery, devices, and materials. -AND- Experience: Specialized Experience (for positions at GS-4 or equivalent and above): Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. Specialized Experience, GS-13: Applicants must also meet the specialized experience for the GS-13 grade. You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive technical knowledge and the ability to advise and lead the automation engineering staff on all CMOP automated equipment systems. Experience in the development of long-range master plans for future new generation automation equipment. Ability to provide comprehensive technical advice on rebuilding, overhauling, installing, troubleshooting, repairing, modifying, calibrating, aligning, and maintaining the CMOP automation system. Personnel management and supervisory experience. Experience and technical knowledge of complex the Automation Engineering Section and the ability to manage technical work Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Major duties include, but are not limited to: Studies and analyzes work operations and makes changes in workflow, methods, priorities, etc., to assure uninterrupted service. Supervises and provides comprehensive technical advice on rebuilding, overhauling, installing, troubleshooting, repairing, modifying, calibrating, aligning, and maintaining of the CMOP multiple integrated automation system and all interrelated and interdependent systems included within the overall system. Prepares and issues written instructions and procedures and special instructions on new developments and automation equipment. Ensures adherence to current environmental laws and regulations. Reviews and approves scopes of work, initial budgets, schedules, and monitors work adherence to criteria, scope, schedules, budget and safety and environmental regulations.
