THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY QUALITY ASSURANCE SPECIALIST, Position Description Number PDD1819000 and is part of the WY 153rd Airlift Wing, Wyoming Air National Guard. This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.
AREAS OF CONSIDERATION: Consideration will be made from Areas 2, 4, and 6. Area 2: All permanent and indefinite Wyoming Air National Guard (ANG) T32 Dual Status technicians employed within the Wyoming Air National Guard. Area 4: All current military members of the Wyoming Air National Guard. Area 6: Current military service members to include the US Air Force, Air Force Reserves, and other states' Air National Guard units. Must be willing/eligible to join the Wyoming Air National Guard as a military member prior to appointment to position. INDIVIDUAL OCCUPATIONAL REQUIREMENTS: EDUCATION: Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position. OR GENERAL EXPERIENCE: Experience in fields such as quality control, quality inspection, contracting and purchasing, supply and storage, industrial or production planning, research and engineering, maintenance, and test and evaluation that provided (1) familiarity with quality assurance or related work, (2) pertinent product or process knowledge and skill, (3) ability to interpret and apply contract requirements and engineering specifications, and (4) skill in dealing with others in person-to-person work relationships. SPECIALIZED EXPERIENCE: Must possess specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Education or General Experience), specialized experience includes experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test, and performance requirements; and skill in developing plans and programs. Experience possessed by an expert in specialization able to give technical direction to otherwise competent workers. Experience determining operations when difficult and questionable phases of malfunctions are found. Experience which required significant and concrete work accomplishments (i.e., special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field. Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved. NOTE: Education or General and Specialized Experience will be used to determine qualifications for the announced position. MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement. COMPATIBLE MILITARY ASSIGNMENTS: Must possess or be eligible to crossflow, into AFSC 2A300, Fighter Aircraft Maintenance Chief Enlisted Manager. The selected candidate is eligible for crossflow, if moving from one 2A position to another 2A position, regardless of previous base, airframe, or experience. DRIVER'S LICENSE: Must possess a valid driver's license.
The purpose is to supervise, establish and direct a planned, systematic approach to a quality assurance program designed to provide the maintenance managers with confidence that aircraft, aircraft systems, products or supporting processes conform to technical, safety, workload and customer requirements. Plans, implements, and executes a quality assurance program that includes independent surveillance and evaluations of all assigned aircraft, aircraft components, and maintenance personnel. Plans, directs, organizes, and exercises control over Quality Assurance Specialists (non-supervisory employees) assigned utilizing a comprehensive knowledge of aircraft to include electronic equipment and systems, manual and automatic flight controls, airframe, landing gear, pneudraulics, and jet engine propulsion, armament, munitions, and associated systems. (1) Plans, organizes, and oversee the activities of the Quality Assurance Division. Develops goals and objectives that integrate organization and Quality objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, and implement quality improvements in response to concerns with regulatory compliance. 2) Plans work to be accomplished by subordinates. Make decisions on work problems presented by subordinate personnel. Establishes and develops performance standards. Evaluates subordinate personnel. Establish employee work schedules, deadlines, and production/inspection priorities based on aircraft maintenance status, aircraft mission requirements and other demand needs. (3) Manages, reviews and develops maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters. Makes decisions and recommendations on technical concerns presented by supervisors. Utilizes comprehensive knowledge and ability to interpret Air Force Instructions, Technical Orders, engineering drawings, product specifications, AirForce Occupational Safety and Health (AFOSH) environmental standards, public law, and locally developed policy. (4) Maintenance Standardization Evaluation Program (MSEP): Manages the Maintenance Standardization Evaluation Program (MSEP), which provides the Maintenance Group Commander and maintenance managers the visibility to assess and improve the proficiency of the work force, facilitate continuous process improvement, and provide the customer with high quality aircraft and components on time. (5) Ensures personnel use proper data collection techniques and procedures for evaluation, inspection and audit programs and several related databases and spreadsheets to capture and catalog data elements for trending, cross-tell, and benchmarking. ** This is NOT an all-inclusive list of duties. **
