About the Position: This position reports directly to the Division Commander. The incumbent will serve as the District Contracting Chief for the Middle East District of the Transatlantic Division, responsible for providing contract support for organizations within the U.S. Army Central Command (CENTCOM) area of responsibility which is difficult environment were funding levels and requirements change quickly with mission need.

Basic Requirement for Contract Specialist: A. have a bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees, (Note: You must attach a copy of your transcripts.) or B. You do not meet the education requirements above. However, you are either (A) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS -1102 on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Have one year of specialized experience equivalent to at least the GS-14 grade level in the Federal service which includes: Mastery of a procurement functional area sufficient to provide expert technical leadership, staff coordination, and consultation on formulating contracting guidelines, implementing new developments and policy interpretation; managing and coordinating contractual actions; providing managerial oversight for the personnel management of contracting/ procurement staff; executing comprehensive acquisition strategies; and developing short and long range plans to effectively utilize contractual/acquisition resources to accomplish organizational goals. You will be evaluated on the basis of your level of competency in the following areas: Ability to Supervise through Subordinate Supervisors Contracting/Procurement Oral Communication Planning and Evaluating Written Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
Serve as the Contracting Chief for the Transatlantic Expeditionary District of the Transatlantic Division providing contracting support.
Supervise, manage and provide guidance, advice, and assistance to subordinate District and Center Chiefs of Contracting.
Design and structures subordinate positions to ensure optimum effectiveness, and economy according to position management policies and programs.
Develop long-range organizational plans and goals through a Deputy Chief.
Plan for the acquisition of all necessary resources to support the Contracting Division and prepares input for budgets.
Performs as District's approving authority for recommendations for sustainment or denial of mistakes in bids, protests, justifications and approvals along with their related determinations and findings.
Exercises delegated authority to appoint Ordering Officers, Administrative Contracting Officers, Contracting Officer's Representatives, and similar positions in the contracting process.
Evaluates work performance of subordinates; gives advice, counsel, interviews candidates for positions in the unit.
Recommend appointment, promotion, or reassignment; hear and resolve complaints from employees.
Incumbent assures implementation (by lower and subordinate organizations) of the goals and objectives for contracting programs.
Responsible for exercising independent judgment to accomplish the myriad of contracting responsibilities in support of the District mission.
