Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Program Management Operations Directorate (PMOD) located in Washington, D.C.
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Overseeing overall planning, direction, and timely execution of program activities; Providing direction in project management, team building, facilitation, process improvement analysis; Implementing quantitative and qualitative methods within the scope of the respective project and reporting of results; Identifying and resolving unique issues where no policy exists, taking innovative actions to address new needs and/or issues; Serving as the project leader for assigned program segments and/or projects and as the Subject Matter Expert (SME) relating to activities of assigned segments and projects. In this position, you will work with senior leadership as a change agent in assuring, directing, and performing the steps necessary to create business cases within established budgets and timeframes. You will lead the planning, budgeting, coordination, and oversight of CBP-wide approaches to all related programs, projects, and initiatives to ensure maximization of capabilities and efficiencies in support of mission objectives. This position starts at a salary of $142,488.00 (GS-14, Step 1) to $185,234.00 (GS-14, Step 10). As a Program Manager, you will be responsible for approving multi-year work plans developed by subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. Typical work assignments will include: Directing activities or programs which include project management, radio deployment, facility deployment activities, configuration and change management, and asset management. Leading complex projects, often cutting across organizational/activity lines. Determining goals and objectives that need additional emphasis; developing measures that evaluate performance; making recommendations for program/project improvement; and managing all resources as corporate assets. Managing organizational changes or major changes to the structure and content of the program or project.
