This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C for Electronic Equipment Installation and Maintenance Group QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the Electronic Equipment Installation and Maintenance Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of an Electronic Equipment Installation and Maintenance Group worker with little to no supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to follow oral and written instructions. Ability to operate a computer. Skill in the use of standard hand and power tools of the electronics trade and knowledge of tool equipment and materials accounting and security. Knowledge of related electrical, mechanical, optical, pneumatic, or hydraulic systems. Skill in the selection and ability to use of a variety of electronic, electrical, or electromechanical test and measurement equipment, and electronic testing equipment and to test complete systems. Ability to read and interpret a variety of technical data such as schematic diagrams, blueprints and technical orders relating to the electronics trade. Knowledge of mathematical expressions and formulae including algebra and basic trigonometry for application in constructing truth tables, logic equations, power relationships, signal phasing, etc. Comprehensive knowledge of operation, capabilities and limitations of complex electronic systems complicated by a variety of multi-component assemblies and devices. Ability to install, overhaul, repair, fabricate, calibrate, test, and/or troubleshoot complete electronic systems. Knowledge of safety and security requirements as outlined in applicable standards, regulations and technical orders. Knowledge of USAF Technical Orders Program and its procedures. Ability to clean work area and/or job site upon completion of work. Knowledge of applicable personnel, manpower, time and attendance, and budgeting instructions, guidelines, and requirements. Ability to follow budgeting directives, instructions, and procedures. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. May be required to work uncommon tours of duty. Incumbent may be required to travel on commercial or military aircraft when TDY is needed. Performs other related duties as assigned. FUNCTIONAL REQUIREMENTS: Heavy lifting (45-79 pounds). Moderate carrying (15-44 lbs). Hours of straight pulling are 1 hour per week. Hours of pushing are 1 hour per week. Reaching above shoulder. Use of fingers. Both hands required. Hours of walking are 4 hours per week. Hours of standing are 10 hours per week. Hours of crawling are 1 hour per week. Hours of kneeling are 1 hour per week. The primary purpose of this position is: to serve as Section Small Shop Chief no more than 25% of the time over journey level mechanics involved in maintaining avionics equipment and to provide training to reservists in the accomplishment of tasks herein. DUTIES: DUTY 1: Performs administrative supervisory duties over the journey level mechanics in the section no more than 25 percent of the time. Responsible for the internal scheduling of work within the work center and plans daily work of subordinates. Also plans work schedules for reservists assigned to the function to ensure exposure to the full range of journeyman duties of the trade. DUTY 2: Installs electronic systems, components, or subassemblies in aircraft. Prepares all necessary paperwork required to document maintenance actions taken. Provides technical guidance, training, and/or assistance to lower graded employees. DUTY 3: Performs pretest, operational (functional), or final testing of electronic systems, components, or subassemblies. Troubleshoots electronic systems, components, or subassemblies to determine nature of malfunction and corrective action required. Improvises changes to techniques and/or extends the use of conventional equipment to accurately meet technical specifications and ensure that components are operational. DUTY 4: Performs overhaul, repair, fabrication, or modification of electronic systems, components, or subassemblies. Provides technical guidance, training, an/or assistance to lower graded employees, as necessary. Performs the final tuning, alignment, or calibration of electronic systems, components, or subassemblies. Controls tools. Ensures tools are properly marked, calibrated (if necessary), and are secured when area is unattended. DUTY 5: Certifies work produced under the USAF Technical Order Program. As required, verifies and certifies work processes and procedures of certified co-workers and trainees, and adequacy of work accomplished. Utilizes safety practices and procedures and complies with security regulations, directives, and policies. Uses personal protective equipment and complies with all appropriate safety and health directives. Cleans work area and equipment. Maintains an organized work area and practices good housekeeping. Accomplishes daily cleanup of work area at designated times. Ensures that workers maintain cleanliness of their workstations.
