About the Position: This is a Geographer GS-0150-12 position for the U.S. Army Corps of Engineers (USACE) Southwestern Division, Tulsa District, Tulsa, Oklahoma. Additional information about transcripts is in this document. Basic Requirement for Geographer: A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. ***NOTE: You MUST provide a copy of your transcripts with your application package or you will be rated ineligible.*** In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience GS-09: One year of specialized experience which includes: 1) Utilizing geographic information systems (GIS) software to analyze data; AND 2) Maintaining databases to store cartographic data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. ***NOTE: You MUST provide a copy of your transcripts with your application package or you will be rated ineligible.*** Specialized Experience GS-11: One year of specialized experience which includes: 1) Utilizing geographic methods, and practices/ techniques to define mapping and/or survey project requirements; AND 2) review mapping and/or survey projects; AND 3) Using a Geographic Information System (GIS) database for proper storing, analysis, mapping, and archiving/reporting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. ***NOTE: You MUST provide a copy of your transcripts with your application package or you will be rated ineligible.*** Specialized Experience GS-12: One year of specialized experience which includes: 1) Managing geographic information systems (GIS) projects for an organization; AND 2) Utilizing software to perform modeling, spatial analysis, or data management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Communications Program Management Technical Competence Time in Grade Requirement: For GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). For GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). For GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Serve as a Geographical Information System (GIS) expert using the latest computer technology and systems and ever-evolving software and procedures to accomplish work in the most efficient manner.
Develop geo-referenced digital databases and applies professional judgment, technical skills and knowledge to analyze, interpret and correlate data of a broad nature and with complex variables.
Analyze civil works related data for flood control projects, habitat restoration, environmental mitigation, and other projects as required.
Develop real estate maps and data products from deeds, legal descriptions, and survey data or court documents and compares them with project boundaries to ensure accuracy.
Develop civil works planning and acquisition project maps which involve working with source documents of various scales, poor-quality archived maps, rasterized photogrammetry, and digital geospatial data created at various resolutions.
Attend professional meetings, seminars and training courses to maintain state-of-the art knowledge of technical advances and software applications.
