Job Description:
You will serve as a CIVIL ENGINEER (STRUCTURAL) in the Resident Officer in Charge of Construction (ROICC) office of the Planning Design and Construction Branch (PDCB) for NAVAL FAC ENGINEERING CMD WASH.
This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: Current registration as a Professional Engineer by any State, the District of Columbia, Guam, or Puerto Rico is required. Do you meet this requirement? If so, you must provide a copy of your current registration with your application. *A copy of a wall certificate that does not show your current status will not suffice to meet this requirement * In addition to meeting the basic education requirement and selective placement factor, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Preparing engineering drawings, technical specifications, and studies for the structural portion of large and/or highly complex buildings (i.e., multi-story office buildings, training facilities, multi-purpose buildings, aircraft hangars, medical facilities maintenance shops, food service facilities, and/or large housing projects; 2) Resolving structural engineering construction and design issues encountered during the performance of facilities contracts; 3) Performing field investigations to verify and document existing structural conditions as a basis for the design of facility projects; 4) Managing the design development of engineering facilities projects with adherence to budget, schedule, and quality standards; and 5) Reviewing facilities construction submittals for conformance to the requirements of structural engineering contract drawings/specifications. *NOTE: This information must be fully supported in your resume to be considered for the position. You will develop, or conduct development, of complete working drawings and specifications for Design-Bid-Build (DBB) projects and development of Request for Proposal (RFP) for Design-Build (DB) projects.
You will serve as as part of the Source Selection Technical Evaluation Panels (TEP) supporting the acquisition process.
You will serve as a technical expert and perform design analyses and calculations for specialized civil/structural projects.
You will perform Quality Assurance reviews of drawings, specifications, calculations, cost estimates, and studies prepared by private architectural and engineering (A/E) design firms for large, complex projects.
You will investigate and recommend corrective measures for difficulties or failures in existing structural conditions for Navy shore facilities.
You will develop complex designs and analyses utilizing advanced structural engineering software.
You will provide post construction award services (PCAS) including review and approval of contractor's submittals to determine that they conform to the requirements of the contract drawings and specifications.
