Job Description:
You will serve as a ARCHAEOLOGIST for NAVAL FACILITIES ENG COMMAND HAWAII. A Cost-of-Living-Allowance (COLA) of 8.64% will be added to the stated salary.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of the National Historic Preservation Act and other environmental and preservation laws to plan and manage a cultural resources program for an installation; 2) Working on archaeological resources issues related to facilities planning, construction, and operations for an installation; 3) Interpreting and implementing existing and proposed federal programs, policies, laws, and regulations regarding cultural resources; and 4) Evaluating proposed facilities and/or projects against cultural resources compliance requirements. You will review proposed construction, facilities maintenance and training actions and determine needed studies, supporting documents and consultations under NHPA and NAGPRA.
You will prepare and review Archaeological reports, monitoring plans, and Cultural Resources sections of NEPA EA and EIS documents
You will determine whether work should be performed in-house or contracted and ensure contractor schedules are integrated with program requirements
You will establish work schedules, determine priorities, coordinate work with other section employees, promote team building and ensure program quality across contactor and in-house products.
You will manage complex contracts for environmental planning services
You will serve as the Contracting Officer's Technical Representative (COTR) on contracts to ensure preparation of technically adequate, timely and cost-effective planning products.
You will prepare and present briefs to Navy leadership, senior-level officials in federal, state and local government as well as the public.
