This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for serving as the Agency's Director, Equal Employment Opportunity (EEO) and senior advisor to the DTRA Director, responsible for managing and directing major programs which affect civilian and military personnel at DTRA Headquarters and all geographically dispersed DTRA field activities on the Complaints Processing Program (CPP) and the Military Equal Opportunity Program (MEO).
You may qualify at the GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Serves as an EEO Manager responsible for managing and directing major programs which affect civilian and military personnel on the Complaint Processing Program (CPP) and the Military Equal Opportunity Program (MEO). Serves as advisor to executive/senior leaders, geographically dispersed personnel, supervisors, managers and employees concerning EEO discrimination issues, program objectives, adjudication results and affirmative employment. Provides leadership and direction in the formulation, execution and management of policies governing administration of Equal Employment Opportunity Program. Establishes goals and objectives to resolve systemic problems, and raise awareness throughout the Agency of the rules, procedures, intent, and spirit of the Federal EEO Programs. Develops and implements internal policies and procedures for complaint processes in accordance with Equal Opportunity Commission (EEOC) and DoD guidelines. Conducts studies and analyses of management practices, organizational structures, employment patterns, progression within specific career fields, etc.
As an EQUAL EMPLOYMENT MANAGER at the GS-0260-15 some of your typical work assignments may include: Serves the Agency's Director, Equal Employment Opportunity (EEO) and senior advisor to the DTRA Director, responsible for managing and directing major programs which affect civilian and military personnel at DTRA Headquarters and all geographically dispersed DTRA field activities on the Complaints Processing Program (CPP) and the Military Equal Opportunity Program (MEO). Develops and implements EEO programs in DTRA in a manner that is responsive to and consistent with applicable laws, executive orders, legal precedents and regulations/instructions promulgated by the Equal Employment Opportunity Commission (EEOC), the Office of Personnel Management (OPM), and the Department of Defense (DoD). Serves as a strategic partner on Agency committees and panels comprised of senior management officials concerned with planning, organizing and overseeing the execution of a variety of human resource programs that have a direct and substantial impact on DTRA. Directs the development of DTRA directives, guidelines, and instructions which promulgate these policies, objectives, programs and procedures and assigns responsibilities for their implementation. Develops operational concepts, strategies and philosophies for program management and administration, and coordinates development and design efforts with HR staff, legal staff, operational officials, and line managers to ensure that all EEO programs and systems are fully integrated and will contribute to the attainment of the overall Agency mission objectives.
