Job Description:

Serves as Assistant Hospital Housekeeping Officer on a 120 day detail in planning, coordinating, and directing short and long-range operating activities of a total program designed to provide a sanitary environment appropriate to an active and diversified hospital. The employee performs designated administrative and supervisory functions as the Assistant Chief, Environmental Management Service (EMS) in carrying out the responsibilities of their office.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements (Basic Requirements): You MUST meet the Basic Requirements and the Minimum Qualifications to qualify for this Health Care Education Specialist position. Education Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. OR Experience Specialized Experience: Experience in two or more of the following areas, or other work related to the position to be filled: Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. In addition to meeting the above requirements, you may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting in the planning, organizing, directing, evaluating, and management process for the service which includes setting qualitative and quantitative standards; assist in the development and provides the Medical Center Management and the clinical staff information on the methods, techniques and procedures necessary to integrate the Environmental Management Service into the mission of the medical center; develops and implements an orderly system of management objectives and program review and evaluation procedures which will result in an effective service. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary, but does require frequent walking or standing for short periods or carrying light loads of papers, book, or reports that do not require special physical demands. Duties include, but are not limited to: Ensure Medical Center is in compliance with all Federal, State and local laws and regulations pertaining to service activities in the areas of pest control, waste management, the Environment of Care and other related EPA concerns. Participate in groups and committees or may lead teams in preparation for site visits of the above accrediting agencies, (i.e. JCAHO, CARP). Ensure compliance with department and medical center directives, and communicates all such directives to subordinate employees. Ensures that recurrent reports to Medical Center Management or VACO are completed in an accurate and timely manner. Responsible for overseeing, supervising, implementing and supporting a comprehensive program that reports directly to the Chief, Environmental Management Service. Coordinates daily activities of the section with those of other services through verbal and written communications. Responsible for implementing a Total Quality Management Plan in order to provide a systematic and rational process for the ongoing monitoring and evaluation of the quality of service provided. Responsible for the utilization of resources and identification of areas of risk to the Medical Center. Performs personnel management functions at the service level including interviewing and hiring new employees, counseling, evaluating performance, developing training plans, and taking disciplinary or adverse action as necessary. Supervisory Statement: A one year supervisory probation period may be required for this position.
