Intermediate Care Technician position serves as a technician for the Emergency Department. These duties are not all inclusive and require the demonstration of appropriate training and documented competence prior to their unrestricted performance. The incumbent may assist with or perform other related technical health care procedures under the supervision of the Emergency Department. The incumbent observes, assesses, and treats a wide range of patient conditions.

Individual Occupational Requirement (IOR): The Health Aid and Technician Series, 0640, has a minimum qualification entry requirement. Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. In addition to the Individual Occupational Requirement you must meet one of the following: GS-07 grade level: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Practical knowledge of the major body systems, i.e., skeletal, muscular, nervous, respiratory, circulatory, digestive and genitourinary, to perform patient examination and to provide prompt and efficient patient care and appropriate patient handling. Working knowledge of topographic anatomy, e.g., right/left, surface, proximal/distal, superior, inferior, to accurately transmit location information about the body. Working knowledge of diagnostic signs, e.g., pulse, respiration, blood pressure, temperature, skin color, pupils of the eyes, state of consciousness, ability to move on command, reaction to pain, etc., to perform patient evaluation, to provide patient care, and to ensure appropriate patient handling. Knowledge of medications (their uses, doses, side effects, adverse effects and toxicity signs) sufficient to properly administer drugs even when directed to do so by the licensed staff. Knowledge of proper dosages required in keeping with method of administration. Skill in communication techniques and the operation of communications equipment to be able to accurately obtain and relay information to and from health care providers. Possesses a broad knowledge of equipment and supplies to adequately anticipate the demands of providers in multiple sub-specialties. Demonstrates knowledge of isolation techniques and universal precautions. Knowledge of major psychiatric conditions, depressive, anxiety, bipolar and substance use disorders, and schizophrenia. Knowledge of the components of suicide risk assessment, warning signs, environmental safety and referral. Skill in emergency medicine techniques to determine, based on the diagnosis of the patient, the approach that will most effectively sustain the patient's life. This is typically evidenced by certification in BCLS, ACLS, ITLS, and ATLS. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have One full year of graduate education (18 semester hours) meets the requirements for GS-7 only in those instances where it is directly related to the work of the position. You must have an combination of specialized experience and education beyond undergraduate. Preferred Experience: Prior Medical Experience. Prior Military medical or corpsman training. Duties include but are not limited to the following: The incumbent may assist with or perform other related technical health care procedures under the supervision of the Emergency Department Physicians as competency is demonstrated and documented. Providing assessment and management of ambulatory patients seen in the Emergency Department. This may involve obtaining patient health history, chief complaints, medication history, and identification of health related conditions that may impact the patient's health status. The incumbent will evaluate patients for emergency medical conditions, order appropriate diagnostic studies and perform a wide range of treatment procedures under the direction of the supervising physician. Necessary interventions based upon patient symptoms and established protocols/standards of care should be part of the routine capabilities of this position. The incumbent also assists in behavioral/psychiatric situations to include crisis intervention, management of aggressive or suicidal psychiatric patients, and one-to-one observations. Be able to perform dressing changes, wound management, suture removal, repair of simple lacerations, Foley catheters insertion, splint, binder and bandage applications, and performance of tracheotomy care. Specimen collection, preparation and transfer to the lab for processing of blood, tissue, urine, stool and sputum is expected to be a routine part of his/her practice. Monitors and obtains test results as soon as available and informs physicians promptly to facilitate patient care. The incumbent thoroughly and appropriately documents their actions, assessments, diagnostics, and procedures in the medical record. Patient Transport: May transport monitored and unmonitored patients to diagnostic procedures and/or inpatient units. Working knowledge of diagnostic signs, e.g., pulse, respiration, blood pressure, temperature, skin color, pupils of the eyes, state of consciousness, ability to move on command, reaction to pain, etc., to perform patient examination, to provide patient care, and to ensure appropriate patient handling. In addition to ongoing Emergency Room duties, the incumbent may be asked to respond to medical emergencies on the facility grounds, and sometimes encounters situations which may be life threatening as part of the Rapid Response Team (RRT). Upon arrival at the scene, makes an independent preliminary assessment as to scene safety and patient status. Works in concert with other members of the RRT to assess the situation and the patient in order to determine the nature, extent, and seriousness of the patient's condition including the search for medical alert symbols and medications Work Schedule: Rotating shift, including Nights / Weekends and Holidays Position Description Title/PD#: Intermediate Care Technician/PD99968S Physical Requirements: The work involves extended periods of heavy moving and lifting of patients. Generally, the work requires recurring bending, lifting, stooping, stretching, and positioning of patients. ( able to lift 50lbs or more ) Work Environment : On a regular and recurring basis, employee is exposed to infection and contagious diseases requiring the use of universal precautions. As part of the Rapid Response Team the incumbent may be exposed to all types of weather conditions, and face risks and discomforts at the scene of accidents, to include the possibility of noxious fumes and dangerous substances, requiring the employee to comply with special safety and health precautions and/or to use protective gear.
