Job Description:

This position is located in the Architect of the Capitol (AOC), Office of the Chief Administrative Officer (OCAO), Human Capital Management Division (HCMD), Employee Programs Branch (EPB). The selectee is responsible for coordinating the AOC’s Onboarding/Offboarding and Student Loan Repayment Programs and performs a mixture of administrative and support functions across various programs and processes.

It is available for your review on the OPM web site at OPM qualification standards Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. You must meet the following experience requirements to be qualified for this position: Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-12) grade level in the Federal service that demonstrates all of the following: Using a variety of office automation software, i.e., database, spreadsheet and word processing, while maintaining paper and electronic administrative files and records. Performing administrative functions, including compliance with human capital policies, processes and procedures and efficiency and effectiveness of business operations. Ability to apply a wide range of qualitative or quantitative methods for assessing and improving human capital onboarding/offboarding, student loan repayment, and rewards and recognition program effectiveness. Experience developing detailed plans, goals and objectives for the long-range implementation and administration of programs and developing criteria for evaluating program effectiveness.
Major Duties: Onboarding - Strategizes, formulates, organizes and implements an innovative and dynamic onboarding program to assist new hires of the Architect of the Capitol. - Works with HCMD staff, supervisors/managers throughout the AOC, and other participants to cultivate a structured and motivating onboarding experience designed to build a long-term positive imprint by developing future AOC brand ambassadors. - Works diligently with AOC offices/jurisdictions management to develop general onboarding goals and procedures. - Implements an agency-wide 30, 60 and 90-day checklist highlighting specific milestones for new hires and offices/jurisdictions. - Creates a "Welcome Packet" for all new employees to receive before the start date with the appropriate benefits and office information. - Responsible for managing the online on-boarding survey for new hires to provide feedback on their onboarding experience. Offboarding/Clearance of AOC Personnel - Advises and manages the off-boarding process of separated AOC employees, including proper clearance processing and accountability procedures, and addresses computer systems, badging, equipment, property, transfer of knowledge and other critical administrative matters that require resolution. - Manages the offboarding checklists to guide offices and jurisdictions through necessary separation steps. Student Loan Repayment Program - Serves as the AOC's Student Loan Repayment Program (SLRP) primary point of contact. Manages the execution of the program objectives, examines applications to certify conditions are met, and communicates with managers and employees concerning requirements and participation of the SLRP as appropriate. Rewards and Recognition Programs - Assists in researching reward and recognition activities and best practices from other Government agencies and private industry organizations to enhance the AOC’s programs. - Assists in preparing awards certificates, length of service pins, additional awards supplies, and distribution letters. - Assists in the administrative arrangements for the Architect’s formal awards programs where the Architect presents the Length of Service and Honor awards. Performs other related duties as assigned.
