This vacancy is for a GS-0203-5/6/7, Human Resources Assistant located in the Department of Homeland Security, U.S. Coast Guard, OFFICE OF CIVILIAN WORKFORCE RELATIONS.
To qualify at the GS-05 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-04 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Performing administrative duties to include preparing correspondence, filing, answering and directing calls. Assisting with preparation of documents, case files, entering information accurately into databases and trackers accurately. Performing general office administrative support (e.g., timekeeping, scheduling meetings, maintaining office SharePoint/web page). Preparing corrected documents or assisting employees with preparing corrected documents. Education: Successfully completed 4 academic years above high school leading to a bachelor's degree or completed a Bachelor's degree in a course of study that directly reflects the job-related competencies necessary to satisfy the minimum qualifications and perform the duties of the position. OR a combination of education and experience. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPTS. NOTE: Education can be substituted for experience at this grade level. To qualify at the GS-06 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-05 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Conducting research and providing technical answers to inquiries related to ER, LR. Advising employees about basic personnel matters pertaining to ER, LR, performance management and awards. Providing information to employee on status and explains computations and regulatory provisions that pertain to the special conditions and circumstances of the individual's case. Assisting specialists in case management by researching case law to identify precedents for current ER, LR, performance management, awards, and employee engagement problems or search similar cases or complaints. Assisting with honorary award solicitations, review of nominations, and other administrative support for honorary awards programs and ceremonies. Processing personnel actions in accordance with applicable laws, rules and regulations NOTE: Education can not be substituted for experience at this grade level. To qualify at the GS-07 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-06 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Applying, a large body of Human Resources rules, regulations, procedures, and troubleshooting instructions concerning ER, LR, performance management, awards, and employee engagement sufficient to perform a wide variety of interrelated and/or non-standard HR support work. Coordinating, developing facts and resolving support problems related to employee and labor relations issues and performance and awards procedures. Ability to utilize industry-standard office applications to perform operations and prepare complex documents containing tables or graphs. Assisting customers with routine honorary award and recognition requests and templates. Processing personnel actions in accordance with applicable laws, rules, and regulations. Explaining employee rights, management rights, procedures for filing grievances, and the distinction between the union contract and established Human Resources policies Education: Successfully completed 1 academic year of graduate level education in a field that directly reflects the job-related competencies necessary to satisfy the minimum qualifications and perform the duties of the position. You will serve as a Human Resources Assistant and be responsible for assisting in providing technical support to customers, employees, and management officials and supervisors. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Assisting specialists working in Employee Relations (ER), Labor Relations (LR), performance management, awards, and employee engagement functions. Preparing correspondence for final signature, xeroxing, filing, answering phones and directing calls, responding to basic ER, LR, performance management, awards, and employee engagement questions, assisting in preparation of documents, case files. Ensuring adequate ER, LR, performance management, awards, and employee engagement case management records are maintained, and information is input to the data repository in a timely manner. Performing general office administrative support including timekeeping, scheduling meetings, preparing and distributing meeting minutes, maintaining the office SharePoint/web page, ordering supplies, and other customer and internal resources and materials. Conducting research and provides technical answers to inquiries from employees and officials related to ER, LR, performance management, awards, and employee engagement. Assisting specialists in case management by researching case law to identify precedents for current ER, LR, performance management, awards, and employee engagement problems or search similar cases or complaints for potential problems in handling current cases. Processing personnel actions consistent with applicable laws, rules, and regulations.
