Job Description:

You will serve as an IT SPECIALIST (NETWORK) in the ARCHITECTURE BRANCH (N616) of MILITARY SEALIFT COMMAND.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience coordinating and communicating project requirements to a wide range of individuals and organizations within and outside MSC. Experience directly managing and providing oversight of IT Infrastructure ops (hardware, software, operating systems, firmware and services) including LAN/WAN, connectivity for the internet, NIPR, and client-server architectures. Experience serving as the customer initial POC for new proposals and management of existing IT and communications support for a Network Ops Center (NOC). Experience providing input to requirements for contractor support and building an effective contractor support team while assisting in the administration of the provisions of complex, multi-function IT contract. In addition to the above specialized experience, applicants must have IT-related experience demonstrating each of the four competencies listed below. You will direct the development of project plans to support installation and operational acceptance of approved systems, changes and modifications connectivity for the Internet, personal computers, client-server and mainframe systems, and telephones.
You will communicate project requirements to a wide range of individuals and organizations both within and outside of MSC.
You will participate in all COOP planning and engineering meetings as directed.
You will provide life cycle management of all system projects or initiates following implementation at MNOC.
You will direct management of IT infrastructure operations for MSC organizations, including LAN/WAN, connectivity for the internet, NIPRNet, client-server and mainframe systems and MNOC site classified and unclassified operations.
You will direct the development, implementation and operational support of an effective, integrated communications system.
You will drive compliance with life cycle and configuration management requirements to formally document and control the functional and physical characteristics of a system or network during its life cycle.
You will serve as the customer's initial point of contact for new proposals and management of existing IT and communications support for the MNOC.
You will coordinate feasibility analyses for IT requirements and support the N6 Mission Support Division by preparing business case analyses of alternative solutions.
You will ensure the effective communication of operating procedures to users to promote full utilization of the C4S capabilities.
You will review and provide input on procedures to be used by the global help desk to support customers using the services provided by the MNOC.
You will provide input to requirements for contractor support and build an effective contractor support team.
You will determine whether or not contractor performed work meets standards of adequacy.
You will verify and approve payment of invoices for IT purchases and monitor all contracts for compliance with systems purchase and maintenance requirements.
