"This position is in the GAO's Innovation Lab. As a Supervisory IT Project Manager, you will direct the Lab's overall strategy, which includes evaluating emerging technologies, leading artificial intelligence (AI) initiatives, applying data science, and scouting new technologies. Furthermore, you will leverage your expertise in data science and systems engineering to effectively manage project outcomes throughout the entire innovation lifecycle."
Basic IT Experience Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Minimum Qualifications: The Senior Executive Service (SES) appointments require one year (52 weeks) of specialized experience at the next lower band/grade at the GS-14/GS-15 level, Bands III, IV, Senior Executive Service, Senior Level, or (equivalent) in the Federal Service, or comparable private/public sector. Technical Qualifications: Technical qualifications (TQ's) are experience that has equipped the applicant with the competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. The required technical qualifications are the following: TQ 1: Experience leading enterprise innovation initiatives involving data science, AI, or digital modernization. TQ 2: Experience serving as business translator in IT, including aligning business/audit goals with technical solutions and ensuring mutual understanding across teams. TQ 3: Knowledge of federal oversight functions, policy analysis, or performance auditing, and the application of digital tools in those domains. Executive Core Qualifications (ECQs) The ECQs assess executive experience and potential. They measure whether you have the broad executive skills needed to succeed in a variety of Senior Executive Service positions. The ECQs for this position are: Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Leading People: This core qualification involves the ability to lead people toward meeting the organizations vision, mission, and goals. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As a Supervisory IT Project Manager, ES, 2210, 00, your typical work assignments may include the following: Aligns lab priorities with GAO's strategic goals, operational mandates, and audit mission to increase effectiveness and impact. Serves as a bridge between mission teams and technology developer to ensure clear understanding of oversight objectives and functional capabilities. Oversees agile, iterative development cycles that integrate user feedback and deliver scalable innovation. Engages the Chief Scientist, Managing Director of STAA, Chief Statistician, and Chief Information Officer to plan, prioritize, fund, and execute on new and innovative analytics-based initiatives and processes. Oversees the Lab's staff, procurement strategy, development of advanced analytical techniques and next generation audit methods and/or tools using emerging technologies to support GAO's audits and evaluations.
