This position is part of the DOE, NNSA, NA-ESH. A successful candidate in this position will serve as the Senior Aviation Safety Officer, responsible for managing DOE aviation programs and conducting independent oversight to evaluate the effectiveness of aviation programs at the operational level. Note: The salary range listed reflects base pay only. The actual final salary will be based on the geographic location (to include locality pay) for which selected.
SPECIALIZED EXPERIENCE A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NN-04, NQ-03 or GS-14. Specialized experience for this position is defined as: 1. Applying FAA, DOE, and NNSA aviation laws, regulations, and policies to provide expert technical advice in aviation inspection, investigation, or enforcement. 2. Knowledge of requirements for manned and unmanned aircraft operations, including helicopters, under 14 CFR Parts 91, 121, 133, and/or 135. 3. Expertise in civil aircraft operations and maintenance regulations. 4. Comprehensive understanding of aircraft applications across a range of mission areas, such as transportation, R&D, power line/pipeline construction (via helicopter), remote sensing, atmospheric research, and security/surveillance operations. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.
As a Senior Aviation Safety Officer, you will: Prepares and reviews Aviation Safety Reviews (ASRs) and Aviation Safety Documentation (ASDs) in accordance with DOE Order 440.2C and contractor aviation elements. Provides expert guidance to Department of Energy (DOE)/National Nuclear Security Administration (NNSA) contractors on aviation-related services, ensuring compliance with contract requirements, regulations, and safety standards. Coordinates through field/site offices and contracting officers. Compiles and submits required aviation activity reports to DOE/NNSA, including those mandated by OMB Circulars A-11, A-76, A-126, and DOE Order 440.2C. Conducts periodic assessments of aviation activities to ensure compliance with policies and procedures, documents findings and recommendations, and initiates corrective actions to prevent recurrence.
