Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Selective Factors: Applicants must meet ALL of the following selective factors to qualify: Must currently possess, previously held (within the past three years), or be able to obtain a valid Type I National Park Service (NPS) Law Enforcement Commission, or equivalent by 08/15/2025. More information can be found in the 'Education' section of this job announcement. This is a primary position covered by enhanced retirement provisions which stipulate mandatory retirement at age 57 after 20 years of service. Applicants must be at least 21 years of age, and must not have reached their 37th birthday upon appointment to this position. Two exceptions are allowed: 1) an applicant has prior Federal service in a primary covered position sufficient to complete 20 years of service on or before the mandatory retirement age of 57; or 2) an applicant is a qualified veterans' preference eligible, in which case the MEA is waived and their corresponding retirement age may be higher than 57 after completing 20 years of service. This is a covered primary law enforcement position under the special retirement provisions of 5 U.S. C. 8336(c) (CSRS) and 8412(d) (FERS). Applicants for this position must possess experience gained by substantial service in a primary law enforcement position Must currently possess or be able to obtain a National Registry Emergency Medical Technician-Basic certification within a year of entrance on duty. Must have a current, valid State Driver's License by entrance on duty. - AND - Applicants must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS/GL-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include substantial prior primary law enforcement experience either inside or outside the Federal government which includes experience in investigating, apprehending or detaining criminals or criminal suspects. You must include hours per week worked on your resume. -OR- EDUCATION: Successfully completed three full academic years of progressively higher level graduate education, or a Ph.D., or equivalent doctoral degree at an accredited college or university, in a field of major study that is directly related to the work of the position such as: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. You must include transcripts. -OR- Successful completion of a COMBINATION of education and specialized experience as described above. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 36 semester hours by 18, or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of experience, divide your months of qualifying specialized experience by 12. Add the two percentages. They must equal at least 100% to qualify using this option. You must include a copy of your academic transcripts with your application if qualifying on education and you must include hours per week worked on your resume. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
DUTIES: As a Supervisory Park Ranger you will lead daily operations and direct the completion of collateral duties related to training and leadership. You will supervise GL-9 permanent and seasonal law enforcement rangers as well as non-commissioned staff and park volunteers. You will conduct and supervise the detection of criminal activity, investigation of criminal violations, and custodial arrests. You may prepare and execute warrants, interview witnesses, and detain suspects. You will ensure the completion of comprehensive written reports. You will conduct and/or supervise gathering of law enforcement, security, and intelligence information relating to the park, its facilities, events, mission, or visitors. You will set work goals and ensure all employees receive required training in a timely manner; identify operational requirements and make recommendations to your supervisor regarding programming, budgeting, training, administration, and evaluation of operations; and schedule patrols to maximize visitor contact with special consideration to problem areas. You will supervise and lead complex law enforcement, all hazard, emergency medical, and search and rescue operations as well as provide emergency medical services to park visitors and residents. In addition, you will participate in all aspects of employee supervision including performance planning and appraisals, employee recognition, and employee counseling. PHYSICAL DEMANDS: This position places a variety of strenuous physical demands on the incumbent. Park Ranger activities can require long periods of standing, hiking with heavy packs, running, lifting, pulling, crawling, crouching, etc. Law enforcement, search and rescue, emergency medical services all entail strenuous hours of hard work in often unfavorable conditions. The incumbent must have the ability to deal with personal assaults and must be able to take physical control of restraint of people. Dangerous persons, who may be carrying weapons, must be physically confronted, subdued, and apprehended by the incumbent. The position requires the ability to hike long distances, run, or work outside for long periods of time, possibly within the same day or duty period. Criminal investigation or emergency responses often must be carried out without regard to fixed work schedules, days off, or consistent rest schedules. The incumbent must meet the NPS law enforcement physical fitness standards to maintain the NPS Type 1 Law Enforcement commission. This position is subject to pre-employment drug screening and pre-employment compliance of NPS physical fitness standards and medical standards. This position requires good physical and mental condition with considerable stamina in order to be prepared for and react to emergency situations. The incumbent should be agile, mentally alert, possess good judgment, and have no unreasonable rears of water, height, darkness, meeting the public under adverse situations, or working alone under adverse circumstances. The incumbent must possess a valid state driver's license. WORKING CONDITIONS: The incumbent is frequently exposed to high-risk and potentially dangerous situations in law enforcement and emergency situations requiring use of a wide range of personal protective gear, adherence to specific safety procedures and other precautions. Long periods of surveillance work may be required in cramp or unpleasant locations and under stressful situation. Work is performed in both an office and outdoors. Field work is performed in rough conditions characterized by rugged terrain, changeable weather, extremely low temperatures, high winds, snow, blizzards, rain, varying water levels, insects, wild animals and other conditions which present unusual and sometimes severe safety and logistical problems requiring prompt, sound judgment. Incumbent is required to detain or apprehend suspects who may be hostile and/armed. Travel in government aircraft may be required which may affect employee's private life insurance; policies often contain clauses excluding life insurance coverage for aviation, scuba diving, skydiving, and other hazards. Incumbent is required to operate motor vehicles of various types, fly in small fixed- or rotary-winged aircraft and operate or ride in small watercraft.
