Job Description:

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as providing operational program support and advising agency and DoD program managers regarding the analysis and application of generally accepted principles of accounting, finance, budget and internal controls, to include Working Capital Funds and Foreign Military Sales funds, and their application to military labor. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Serves as the principal financial advisor and senior financial analyst for the Personnel Force Innovation (PFI) program, acting as primary liaison with the Office of the Undersecretary Of Defense (Comptroller) for all program financial matters.
Develops, analyzes, and evaluates cost projections and execution related to the reimbursable process for military labor across the DoD. Advises and coordinates resource allocation and redistribution within fund limitations.
Ensures compliance with DoD financial regulations and maintains audit readiness. Researches financial policies, ensures compliance with statutory authorities, and provides policy guidance to safeguard fiscal accountability.
Provides financial forecasts consistent with planned activities, mission changes, and program timelines. Reconciles financial, contractual, and manpower data to assess program execution health and resource allocation.
Oversees the management of PFI operating budget, builds and maintains PFI finance tools (Tour Quotes, Tour Listing tools, Acceptance of Military Interdepartmental Purchase Request (MIPR) DD Form 448-2 generators, and accrual and billing calculators).
