About the Position: This position is located in Charleston, South Carolina, with the Defense Health Agency. This is a Direct Hire Solicitation. Salary negotiation may be available for those new to Federal service.

Basic Requirements for IT SPECIALIST (INFOSEC), GS-2210-14: Specialized Experience: One year of specialized experience which includes performing security risk reviews, assisting with developing cybersecurity policies and procedures, and participating in strategic planning and decision making related to the cybersecurity program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Applicants IT-related experience must demonstrate each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Serves as an organizational liaison between the leadership team, the Cyber Operations Center, and its Director.
Develops and implements a comprehensive cybersecurity strategy that aligns with the organization's overall mission and goals.
Adheres to Naval Information Warfare Center statements of work by providing input to cybersecurity risk management framework governance, cybersecurity inspection programs, and authorization support on Cyber Operations Center related matters.
Manages the development and implementation of the cybersecurity budget, resource allocation, and personnel management, ensuring the organization has the necessary resources and expertise to maintain a robust cybersecurity posture.
Participates in various forums, including working groups, meetings, and exercises, to facilitate collaboration and information-sharing.
Performs security reviews and identifies security gaps in security architecture resulting in recommendations for the inclusion into the risk mitigation strategy.
Documents and escalates incidents across the Military Health System to include event history, status, and impact for further action that may cause ongoing or immediate impact to the environment.
Provides reporting of cyber defense tool status, monitoring activities, and identifies activities associated with malicious activities to leadership.
Prepares recommendations for program, enterprise, and strategic planning changes.
