This position serves as the Security Officer, Chief of Police and is located in the Police Service of the VA Health Care System (HCS) in Des Moines, Iowa.
To qualify for this position at the GS-12 level, you must meet the following: Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Security Officer, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes: Enforcing Federal criminal codes and a myriad of state, local, and municipal codes and laws assimilated through concurrent and propriety jurisdictions; developing policy and implementing corrective procedures to alleviate security problems; advancing police skills of members of the police force in all areas of police knowledge, including unarmed defense and training in the use of the approved weapons; initiating requests for personnel action to meet staffing requirements and making final decisions concerning appointments, promotions, reassignments, or other status changes. Accountable for efficient program operations and should possess lead, supervisory, or managerial responsibility. Your resume must document your experience. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. ~AND~ ADDITIONAL REQUIREMENTS FOR THE SUPERVISORY SECURITY OFFICER POSITION: 1. VA Security Officers must be able to achieve and maintain mandatory firearm qualification/certification. 2. New VA Security Officers are required to attend and successfully pass a 10-week course at the VA Law Enforcement Training Center in Little Rock, Arkansas within 90 days of entry on duty. 3. A character investigation will be conducted on applicants selected for employment. The purpose of such an investigation is to secure evidence of the candidate's honesty, integrity, general character, and loyalty to the U.S. Government. 4. A medical examination is required. The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. The following medical requirements apply to all applicants: good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice. 5. Applicants and employees must have the capacity to perform the essential functions of the position without risk to themselves or others. Applicants and employees must possess emotional and mental stability. A psychological examination is required. In most instances, a specific medical condition or impairment will not automatically disqualify an applicant or employee. A medical condition or impairment is disqualifying only if the condition, for good medical reason, precludes assignment to or warrants restriction from the duties of the specific position. For some positions, the loss or impairment of a specific function may be compensated for by the satisfactory use of a prosthesis or mechanical aid. Applicants must possess a valid, unrestricted State driver's license, have a safe driving record, and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass agency Government Vehicle Drivers physical examination. IMPORTANT NOTES: As a condition of employment, you must qualify to be issued a firearm and semi-annually with assigned firearm, annually with an expandable Straight Baton (MEB. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968, as amended (18 U.S.C. 922(g)(9). ***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Primarily responsible for the management and direction of police and security programs including managing the physical security of assets, information, buildings and people. Reports to the Medical Center Director or designated executive leadership official for administrative-only direction. Duties will include, but may not be limited to the following: Plans, assigns and explains work requirements to subordinates for new or changed programs and the functions, goals, processes, skills, and needs Develops schedules, assigns patrol and special duties to staff, and ensures patrol coverage complies with agency policy and meets facility protection priorities Ensures police staff are properly trained to operate a variety of equipment and/or security systems Interprets security policies and procedures and provides guidance to facility leaders and staff Keeps senior facility leadership informed regarding program successes and vulnerabilities Serves as management's designated liaison, subject matter expert and consultant with federal law enforcement agencies such as the Office of the Inspector General-Criminal Investigation Division (OIG-CID), FBI, DEA, ATF, Secret Service, state and local law enforcement agencies Assists in the development and modification of new Veteran-specific policies and procedures with focus on improving relationships between Veterans and Police Service Maintains full responsibility for the protection of the civil rights of all individuals while on VA controlled property Develops and implements procedures for the detention or arrest of individuals suspected of violations committed against criminal laws Plans, directs, and updates the crime prevention program and exercises direction and control of investigations into criminal activities Manages the procurement and accountability of equipment and firearms used Performs related duties as required. Work Schedule: Full-Time, Monday-Friday 7:00am - 3:30pm DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.
