Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Trade, Trade Transformation Office, ACE Program Management Office (PMO) in one of the following location: Washington, DC Indianapolis, IN Ashburn, VA
Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing, executing, and overseeing a large program financial plan and/or spend plan; Gathering, documenting, refining, and overseeing requirements for a large program budget and/or financial plan; Providing guidance and oversight of budgetary and financial management to personnel; Using financial and management tools (including computer software such as databases, SAP, Excel and OneNote, project planning tools, and program management methodologies) that can be used to resolve issues with planning, evaluation, and control; Providing financial program management and analytical/evaluation. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/18/2025. Joining Customs & Border Protection (CBP) will allow you to utilize your expertise involving budget execution, budget formulation, budget analysis, budget tracking, budget development, and budget support activities in the Office of Trade. This position starts at a salary of $124,531.00 (GS-14, Step 1) to $161,889.00 (GS-14, Step 10) with promotion potential to $161,889.00 (GS-14 Step 10). Salary: Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. Typical work assignments include: Designing and administering planning and controls for submission of data, including forming the basis of budget and program resource requests and decisions; Developing, implementing, and monitoring management information systems for the analysis and tracking of program data; Assisting in the coordination for planning, developing, delivering, and attending briefings, presentations, and conferences for executive management; Advising supervisor and high-level managers and develops and evaluates policies in assigned program areas.
