Job Description:

This position is located in the Office of Human Capital and Training, Worklife Services and Employee Programs. As a Supervisory Human Resources Specialist (Chief Worklife and Employee Programs), you will serve as the Chief of the WorkLife Services and Employee Programs, and will be responsible for implementing HR strategies and programs consistent with the overall USCIS vision, goals, policies and priorities that meet mission requirements.
THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED (1) ONE YEAR BUT MAY BE EXTENDED FOR AN ADDITIONAL YEAR UP TO A TOTAL OF FIVE (5) YEARS. THE SELECTEE(S) MAY BE CONVERTED WITHOUT FURTHER COMPETITION, IF THE POSITION BECOMES PERMANENT. SELECTEES WHO ARE NOT CONVERTED TO PERMANENT POSITIONS WILL RETURN TO THEIR FORMER POSITION OF RECORD OR LIKE POSITION (SAME GRADE, FULL PERFORMANCE LEVEL AND LOCATION), AFTER COMPLETION OF THE TEMPORARY ASSIGNMENT. The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/14/2025. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/14/2025. GS-15: You qualify at the GS-15 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-14 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Developing and implementing Human Capital Worklife Service and Employee Programs in at least two of the following areas: Employee Assistance Programs, Workers' Compensation, New Employee Onboarding, Employee Hardship Transfers, Health and Wellness initiatives and Exit Clearance. Overseeing HR Specialists in the development and implementation of operational processes for Worklife Services and Employee programs and procedures. Establishing short and long-term goals designed to achieve organizational objectives. Providing Human Resources expert consultation to higher level leadership and subordinate staff in managing the integrated human resources functions of Worklife Services and Employee programs. Leads and supervises a team of HR professionals, ensuring the effective delivery of Worklife Services and Employee Programs and initiatives. Manages day-to-day operations and activities within the Employee Worklife function.
Provides managerial oversight for a wide range of Worklife Services and Employee programs such as the Employee Assistance Program, Workers' Compensation, New Employee Onboarding, Hardship Transfer, Health and Wellness and Exit Clearance.
Provides expert consultation and strategic guidance to agency leadership and management levels for all Worklife and Employee operational programs, ensuring alignment with the agency's direction and mission.
Subject matter expert in developing Employee and Worklife Program policies and procedures that are in alignment with DHS and OPM guidance and drives to integrate innovation and efficiency into all program areas.
Partners with internal and external stakeholders to advance collaborative relationships aimed at advancing the Human Capital and Training mission.
