The primary purpose of this position is to serve as a staff acquisition program manager responsible for developing, establishing, implementing, and deploying processes used by acquisition program managers in accomplishing contractual, financial, and technical aspects of a program or project through designated phases of the acquisition cycle.
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in assisting with achieving, demonstrating, and maintaining the key acquisition and/or support requirements; taking and displaying personal accountability in leading, overseeing, guiding, and/or managing programs and projects within assigned areas of responsibility; possessing an operational understanding of organizational goals and priorities and fully complying with administrative policies, regulations and procedures when performing job operations; and monitoring and influencing cost parameters of work, tasks, and projects, ensuring an optimum balance between cost and value. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the laws, principles, policies, and practices of systems acquisition and program management Knowledge of safety and security regulations, practices, and procedures Knowledge of the mission, roles, functions, organizational structures, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process Skill in staff level planning, organizing, and overseeing critical aspects of development, production, and support of systems, subsystems, or equipment Ability to integrate, analyze, and manage a variety of acquisition PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

MAJOR DUTIES: Provide technical guidance, advisory support, and assistance in system/subsystem engineering, manufacturing, quality assurance, data, configuration management, contracting, financial management, test/evaluation, and other technical integration functions as they relate to the development and implementation of systems acquisitions streamlining policy. Serve on and lead Integrated Product Teams and working groups composed of various functional disciplines engaged in developing and recommending acquisition streamlining proposals and implementation plans. Provide continuous assessment and evaluation of overall program and individual project goals, objectives, strategies, performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning. Represent the organization at executive levels within the Government and to contractor/industry representatives. Prepare, present, defend, and interpret staff studies to the Program Director and/or other management officials.
