This position serves as a Budget Analyst with the Resource Management Division located at the Raven Rock Mountain Complex (RRMC). RRMC is on one of the Nation's premier facilities, providing support to various Department of Defense (DoD) tenants in an all-hazards environment.
DOD FINANCIAL MANAGMENT CERTIFICATION CONDITION OF EMPLOYMENT: In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)," this position requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program. If he or she is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status. MISSION ESSENTIAL CONDITION OF EMPLOYMENT: This position has been designated as Mission Essential. Mission Essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations (e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Utilizing resources such as the Office of Management and Budget (OMB) guidelines and directives and Budget Circulars, Executives Orders, Congressional legislation, Federal Acquisition Regulation to advise and recommend solutions to senior management and implement internal policies and procedures; and Using federal budget processes in order to prepare such documents as a Program Objective Memorandum (POM), Future Years Plan, and respond to financial data calls; and Applying standard federal accounting and auditing practices, policies, and reports in order to interpret and analyze reports and data. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience: Assisting with long-term financial planning; and Providing financial analysis and recommendations to support decision making; and Creating budget repots and assisting with the financial reporting process. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active-duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active-duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave. Incumbent typical work assignments may include the following: Manages budget formulation, justification, budget execution, and monitoring the day-to-day allocation and control of resources. Conducts analyses of external financial audits and financial management studies of Divisions. Coordinates, prepares, and briefs budget and Program Budget Memorandum (POM) issues, staff, and management decision papers that succinctly define complex problems, identifies weaknesses, and interprets aberrations from programmed budgetary and planning assumptions and recommends remedial action plans.
