Job Description:
You will serve as a Supervisory Contract Specialist in the Regional Contracting Department of NAVSUP FLC PUGET SOUND.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of Contract Specialist specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Supervising, overseeing, and/or leading Contract Specialist work applying a comprehensive knowledge of government acquisition regulations, policies, and procedures as well as a knowledge of the principles of acquisition planning sufficient to develop, plan, coordinate, and direct a multi-functional contracting team to include, large dollar contracting and small purchase contracting. Specialized experience must include a majority of the following: 1) Utilizing knowledge of government contract termination concepts, procedures, and precedents, the intent of specific contract provisions, cost and price techniques, and industry practices to evaluate contractor claims or settlement proposal, using technical and financial reports, and to execute settlement agreements.; 2) Applying an understanding of complex requirements such as generation, acquisition plans, contract development, solicitation procedures, negotiation techniques, evaluation criteria, awards, issuing modifications, administering the contract, and terminating; 3) Applying knowledge pre and post award acquisition planning, contract types, negotiation techniques, and contract administration to carry-out and/or oversee complex/long term contracts such as major systems or extensive programs, including contracts with technical specifications and special contract provisions, e.g. economic price adjustments; 4) Communicating orally and in writing to collaborate effectively both concerning the causes and the best solutions to contracting problems, concerning opportunities for future improvement, and preparing informational papers, reviews and/or responses to audit findings. You will have final responsibility for legality of all procurement actions originated by subordinates and advise employees/customers of any changes in procedure, regulation, or policy.
You will review contract terms and technical specifications to identify any special requirements and prepare a Contract Administration Plan for issuance to the requiring activity, defining applicable roles and responsibility.
You will negotiate changes in price, specifications, statements of work, terms and conditions, and overhead rate agreements due to contract modifications, supplementary agreements, settlements from change orders due to defective specifications, etc.
You will be predominantly assigned pre-award and post-award functions, or some combination of these two primary contracting activities.
You will plan work to be accomplished by subordinate contracting specialists, considering the difficulty and requirements of the assignments and the capabilities of the employees, sets and adjusts priorities and prepare schedules for work.
