Job Description:
You will serve as a HUMAN RESOURCES SPECIALIST (MILITARY) in the MILITARY COMMUNITY MANAGEMENT DEPARTMENT of BUREAU OF NAVAL PERSONNEL. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Governing military manpower authorization and staffing plans to advise military manpower objectives; 2) Managing manpower requirements in accordance with military HR laws and procedures; 3) Providing analytical support to monitor military officer manpower requirements (e.g. promotion planning, billet management); 4) Utilizing military personnel manpower data system and data process functions to analyze and review manpower metrics and data; and 5) Advising on military officer career paths including operational billets, technical management assignments and policy-making positions. You will interpret current and proposed military personnel action regulations and changes to national workforce standards to determine the impact on an organization.
You will apply analytical and evaluative methods/techniques to solve military manpower and personnel problems.
You will recommend analytical-based initiatives to support implementation of strategic military workforce planning program goals.
You will implement strategies to strengthen the operations of multiple Military (Officer) communities.
