Job Description:
You will serve as a SUPERVISORY CONTRACT SPECIALIST at Facilities Engineering and Acquisition Division Public Works Department Kitsap - Bremerton.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and ensuring that contract actions are in accordance with relevant laws, regulations, policies, standards, or procedures; 2) Reviewing procurement requests to assure clarity, adequacy, and completeness; 3) Serving as an authority on the acceptability and applicability of contractual matters and actions; 4) Providing advice, training, guidance, and interpretation for a team on procurement regulations, policies, and procedures; 5) Advising on and conducting the procurement process from solicitation to award and through all post award phases of contracting, including modifications, processing payments, final invoicing, final evaluation, and closeout. You will plan, schedule, assign, and direct the work of the Contracting Branch.
You will establish priorities and deadlines of the Contracting Branch.
You will prepare workload forecasts, contract status reports, and metrics for submission to Deputy Contracting Officer.
You will review the work of subordinates.
You will perform contract pre-award and post-award functions.
You will supervise a group of Contract Specialists, Interns, and Procurement Specialists actively engaged in soliciting, awarding, administering, terminating, and closing out firm fixed price type contracts awarded to various contractors.
You will ensure that Cost Accounting Standards (CAS)-covered contractors comply with Cost Accounting Standards requirements and non-CAS covered cost type contractors provide adequate disclosure of direct and indirect costs and labor rates.
You will award and administer fixed price contracts for U.S. Navy ship conversion and repair and other contracts awarded or administered by Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Regional Maintenance Command.
