This position is located in the Office of Analysis & Research Services (OARS). OARS provides statistical and analytical data and editorial services, and contributes to agency-wide efforts to leverage technology to improve efficiencies in processes and procedures.

BASIC REQUIREMENT To qualify at the GS-15 level, you must have at least one year of specialized experience equivalent to at least the GS-14 level or comparable pay band in the Federal Service or equivalent experience in the private sector performing the following work: experience forming teams and leading and managing employees. In addition, knowledge and expertise with applied statistics, preferably in areas such as the social sciences or business; knowledge of and expertise with a wide array of data sources, both U.S. and international, conceiving, initiating, developing, designing, performing and documenting a broad range of analyses and research involving the statistical and other informational analysis of economic, financial, and technical factors, particularly those influencing trade policy, merchandise trade flows, and product or industry competitiveness. Your resume must clearly document specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through national service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
As the OARS Director, you will lead, manage, and provide strategic direction to assigned editorial, statistical, and research services personnel. The incumbent is responsible for developing and implementing Commission vision and leadership in information management and statistical research. You will be managing highly-skilled staff in each area. You will provide expert advice and counsel to the Commissioners and Commission staff on a broad range of statistical, data development, and organization issues. You and your office will be working with multi-disciplinary teams, including economists, industry analysts, and attorneys, all of whom work on investigations and long-term research projects. The incumbent reports to the Director of Operations and provides statistical, research, and editorial services to 5 organizational units within the Office of Operations and other offices of the Commission. S/he manages a team of statisticians, and editors. The OARS Director serves as a senior technical advisor providing authoritative, professional advice to top-level Commission officials on matters concerning statistical research and analysis, survey development, and management of the information resources that are used by the Commission to provide the necessary background and information to the President and Congress as they consider trade policy alternatives. While this position requires a high level of expertise concerning statistical analysis, you also will have highly-skilled staff, who can field inquiries on more technical issues. Knowledge of applied statistics and data management is sought, as well as leadership and management skills.
