You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-15 LEVEL: To be eligible for this position at this grade level, you must meet the requirements below. You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service: This experience must include Information Technology (IT) related experience that demonstrates each of the following four competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral Communication and 4) Problem Solving. Specialized experience for this position includes: Experience that demonstrates accomplishment of computer project assignments that required a wide range of knowledge of computer requirements and techniques pertinent to the position to be filled. This knowledge is generally demonstrated through assignments that required the ability to analyze a number of alternative approaches in the process of advising management concerning major aspects of IT system design. This would include defining what system interrelationships must be considered, or what operating mode, system software, and/or equipment configuration is most appropriate for a given project. In addition to the above you must have experience implementing and interpreting the requirements for agency compliance with higher level policy directives and executive orders governing infrastructure protection. Experience establishing new requirements and making recommendations for a fully compliant infrastructure protection program. Experience coordinating the review and evaluation of the agency infrastructure protection program, including policies, guidelines, tools, methods, and technologies. Experience establishing, implementing and interpreting security requirements. Experience identifying current and potential problem areas; Updating or establish new requirements; and making recommendations for a fully compliant infrastructure protection program to be implemented throughout the agency. WHAT IS THE INFORMATION TECHNOLOGY (IT) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Information Technology (IT-wide) The following are the duties of this position at the full working level. Develops new concepts, procedures, and methodology in IT security while advising other IT experts throughout the IRS, Treasury, and in other agencies, to develop the overall program area and to identify mission-related work and/or how it may impact other IT initiatives. Oversees and manages the identification, evaluation, and reporting of information security, data protection, and insider threat risks in a manner that meets compliance and regulatory requirements, while aligning with and supporting the risk posture of the enterprise. Reviews and analyzes IRS information security policies and procedures to ensure they are up-to-date, comply with applicable laws, regulations, and other binding standards, meet or exceed senior leadership expectations for the security and resilience of agency systems and data, and that any changes take into account the impact on users of these systems. Serves as expert technical advisor on agency-wide information security and privacy programs to comply with federally mandated security requirements and commonly accepted industry security best practices while advising on integrating IT programs with other business programs of equivalent complexity within the IRS. Defines current and future business environments, analyzes gaps and develops plans for transitioning to the target state. Oversees and manages all five phases of project management lifecycle for IRS IT Cybersecurity organizations. Leverages organizational indicators to anticipate, prevent, or resolve large-scale technical problems. Looks across business units or IT divisions and directly engages in removing obstacles and overcoming challenges. Recognizes potential impacts and implications of decisions on the entire organization. Tracks project schedules, resources and scope to ensure successful completion of projects. Maintains project risk registers to identify, mitigate, and manage project risk. Integrates organizational input and documentation in developing the IT Plans and revises and maintains plans as required. Develops Statements of Work (SOW) Performance Work Statement (PWS), Market Research, Acquisition Plan, participates in source selection and Technical Evaluation Panels (TEP).
