Job Description:
You will serve as a CONTRACT SPECIALIST in the CONTRACTING DIVISION of NAVFAC NORTHWEST.
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Advising technical representatives on anticipated procurement requirements; 2) Reviewing procurement requests to assure clarity, adequacy and completeness; 3) Performing contractual pre-award and post-award functions to determine method of procurement and contract type, documenting acquisition strategy, and obtaining appropriate approvals; 4) Analyzing and evaluating cost and pricing data to determine cost or price reasonableness; and 5) Negotiating changes in price(s), terms and conditions, overhead rate agreements due to contract modifications, and changed site condition(s), etc. **NOTE** This information must be clearly supported in your resume. You will provide assistance to technical specialists of the requesting program/project office in the preparation/development of contractually acceptable specifications, work statements, and quality assurance criteria.
You will perform both pre award and post award functions relating to the planning, development, advertisement, award, and administration of contracts for the procurement of supplies and services.
You will utilize automated procurement systems, such as, Standard Procurement System (SPS), Navy Electronic Commerce On-line (NECO), Federal Business Opportunities (FEDBIZOPS), and NAVFAC's eContracts system and Facilities Information System.
You will conduct pre negotiation conferences with management and technical personnel.
You will conduct post-award conferences with the contractor to clarify contractual requirements and special provisions.
You will resolve requests for equitable adjustments, claims, and disputes.
