Job Description:

The primary purpose of this position is to serve as a Lead Transportation Assistant working to implement the objectives of the Medical Administration Service. The position is responsible for assisting the Supervisory Transportation Assistant in overseeing the daily activities of clerical staff.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes working with travel rules and regulations; extracting information and mileage from online map services and the ability to interpret contracts for transportation services; organizing and maintaining documentation and records supporting travel reimbursements and vendor payments; the review process to make determination on ambulance bills and if the request for payment is appropriate; office automation abilities, to include knowledge of email system, databases, spreadsheets, and other equipment; travel reimbursements; pulling data and creating reports; and reviewing all transportation contracts. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The duties of the Lead Transportation Assistant position include: Ensures the Beneficiary Travel office staff provides transportation to beneficiaries and their attendants traveling to and from VA facilities and other VA authorized places for examination, treatment, or care. Plans, assigns, reviews, accepts/rejects work completed by subordinates and provides initial training and remedial training when necessary. Oversees the transportation assistants performing all administrative office functions. This includes determining eligibility and processing requests. Contacts approving officials to authorize obligations and requests for additions, deductions, and/or movement of funds. Makes necessary changes to all fund control points. Receives invoices for payment of transportation services. Investigates authorizations, orders, and/or utilizes the Computerized Patient Record System (CPRS) to review medical records. Delegates authority necessary to accomplish assigned programs, and performs the full range of duties and responsibilities to effectively utilize the human resources allocated to beneficiary travel. Distributes workload equitably among staff, checks the status of completed work and makes necessary adjustments. Keeps the supervisory staff aware of any backlogs or unusual problems and routinely provides reports of work accomplishment and productivity to the Supervisor. Assist the Beneficiary Travel supervisor with correctly determining which of several fund control points to utilize, obligating funds, maintaining accounting records, performing regular reconciliations, and adjusting account balances. Determines methods of payment of authorized and unauthorized ambulance claims submitted for consideration. Work Schedule: Monday - Friday, 7:30am - 4:00pm, subject to change based on the needs of the facility. Virtual: This is not a virtual position.
