MTQ 1: Experience in leading a complex organization responsible for overseeing an enterprise-level project management system including policy and procedure development and oversight, cost analysis supporting alternatives analysis, project system tools, and project management professional development. MTQ 2: Knowledge, experience and credentials in leading teams to develop acquisition and procurement strategies to deliver best value capital construction solutions to an owner organization including your knowledge of federal acquisition regulations, contract types such as fixed price and cost reimbursable, and various project delivery methodologies. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Mandatory Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. As the Deputy Associate Administrator Design and Construction you will have the following duties: Manages the activities of the NA-92 and serves as the principal advisor to the Associate Administrator and Deputy Associate Administrator of the Office of Infrastructure, on the organization's accountability and performance in the areas of project management, facilities and infrastructure acquisition, design and construction, project management training and development, and alternatives analysis. Develops and implements policies, regulations, and analyses for NNSA's project management program. Ensures the development and implementation of successful project execution programs including: guide the transformation and transition of construction management planning, execution, and operations to a more centralized, federally-managed and involved enterprise. Leads the Project Management Support Division for NNSA as defined in DOE O 413.3B, including the development, maintenance, and implementation of NNSA-specific policies for capital acquisitions managed in accordance with DOE O 413.3B. Oversees the NNSA portfolio of capital asset projects for performance monitoring and reporting, enterprise-wide collaboration, and process commonality; continuously assesses projects through on-site reviews, document review, metrics analysis, and frequent interaction with the Federal Project Directors (FPDs).
