This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Assistant Commandant for C5ISC, Command, Control, Communications, Computers, Cyber and Intelligence Service Center (CSISC), C5ISC Field Coordination and Depot Support in Portsmouth, VA.
To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following: Preparing IT acquisition packages; and Developing project plan, schedules, technical installation, and implementation plans. to procure, configure, deploy, and maintain IT systems. In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below. You will serve as a IT Cybersecurity Specialist (CUSTSPT-INFOSEC), GS-2210-13 and be responsible for the planning, analysis, design, development, testing, configuration, installation, implementation and integration of networked systems used for the transmission of information in data, voice and/or video formats. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Participating in the acquisition process of large-scale IT contracts and intergovernmental agreements as Contracting Officer's Representative (COR), and developing IT acquisition packages (e.g., Market Research, Performance Work Statement, Procurement Request, etc.). Developing project plan, schedules, technical installation, and implementation plans to procure, configure, deploy, and maintain IT systems. Utilizing a risk management framework to identify and monitor potential IT system deployment and life cycle sustainment project risks and reacting to issues in accordance with the prescribed risk strategy. Generating and updating IT system level life cycle cost estimates. Interacting with peers, vendors, and other stakeholders as lead of project and acquisition information processes and technology (IPT). Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. A. Federal Acquisition Certification for Program and Project Managers Level I (FAC P/PM-I) or management determined equivalent within two years of entry into the position. B. Information Assurance Management Level II (IAM-II) or management determined equivalent within two years of entry into the position.
