Job Description:

This position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Executive Director for Facilities, Senate Office Buildings (SOB). The incumbent serves as the Director of the Client Services Division, providing high-level strategic leadership, operational oversight, and administrative management for a large workforce supporting critical Senate facilities and programs.

It is available for your review on the OPM web site at OPM qualification standards Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-14 grade level in the Federal service. Providing strategic leadership over facilities operations and services, Developing and managing multi-million dollar budgets and contracts; Leading and supervising a large, diverse workforce; Coordinating with high level stakeholders, including Congressional or executive level leadership; Implementing large scale organizational changes or process improvements; Ensuring compliance with labor agreements and occupational safety regulations. The ideal candidate possesses exemplary client service skills, the ability to resolve conflict and address challenging situations, and has experience developing a culture of customer service excellence. Experience in overseeing execution of budgets and complex contracts and experience in the hospitality industry is highly desirable.

The Senate Office Buildings Client Services Division is responsible for providing world class customer service to include daytime and overnight custodial and recycling operations, cleaning of historical assets, the management and operation of several Health and Fitness facilities, managing the Senate Food Service Program, and providing special event set-up and coordination for over 4000 events annually. As the Assistant Superintendent (Director), the incumbent: Provides executive leadership for the Client Services Division consisting of approximately 175 employees. Directs client service functions supporting major Senate facilities including the Hart, Dirksen, and Russell Senate Office Buildings, the Senate Wing of the U.S. Capitol, Daniel Webster Pager Residence, Senate Child Care Center and other facilities. Develops and executes long range strategic plans and operational programs in alignment with AOC and Congressional goals. Oversees complex multi-million-dollar budgets, contracts, and congressional appropriations. Navigates high-stakes political environments with key stakeholders including Senate Oversight Committees and Congressional offices. Leads internal reforms and organizational transformations including reorganizations, master planning, and program revitalization initiatives. Supervises and mentors branch leaders and staff; implements workforce development strategies; fosters a positive, inclusive work culture. Ensures compliance with OSHA and AOC safety regulations and oversees workplace safety procedures and training. Collaborates with AFSCME Local 626 and ensures adherence to collective bargaining agreements and labor practices.
