You will serve as a C5I MODERNIZATION ANALYST in the FORCE C5I/CYBER DEPARTMENT of COMNAVSURFPAC. The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating ships' C5I (Combat System, Command, Control, Communications, Computers and Intelligence) program for maintenance or modernization projects to provide planning and execution guidance and recommend improvements. You will serve as a Surface Force type Commander (TYCOM) technical expert in C5I modernization efforts.
You will conduct Navy Modernization Process (NMP) milestone reviews for C5I system modernization programs to ensure program and process compliance.
You will draft and review naval messages providing TYCOM endorsements and approvals for C5I installations onboard COMNAVSURFPAC ships.
You will analyze and recommend actions for routine and emergent ship C5I configuration changes and C5I alteration installation requests.
You will, when directed, represent the Force C5I Modernization Officer and Deputy C5I Modernization Officer at C5I installation-related meetings.
You will develop and present C5I modernization metrics pertaining to all aspects of the NMP.
You will develop and maintain a process to capture and utilize C5I installation lessons learned.
You will, when directed, initiate and submit Ship Change Documents (SCDs) on behalf of the Surface Force TYCOM for Fleet alterations.
