Job Description:

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Competitive positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as 1st Assistant Engineer on a Class I diesel/electric powered pipeline dredge. The principal assistant to the Chief engineer in the operation, maintenance, and repair of all engineer room systems.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) 1st Asst Engineer PLD CL 1 without more than normal supervision. Operating, maintaining, and repairing an engine room and associated machinery, refrigeration, plumbing, heating, and/or electrical systems; standing regular watch on a diesel/electric pipeline dredge; and advising Chief Engineer and taking corrective action in accordance with instructions provided. - Failure to meet this Screen Out Element will result in an ineligible rating. PHYSICAL EFFORT: Incumbent performs work from ladders, scaffolding, and platforms and where the parts, equipment, or systems are in hard-to-reach places. Work requires the incumbent to stand, stoop, bend, kneel, climb and work in a tiring and uncomfortable position. Frequently lifts, carries, and sets up parts and equipment that weigh up to 40 pounds. WORKING CONDITIONS: Work is performed inside and outside subjecting employee to varying climatic conditions, abnormal noises, temperature, danger of burns, irritation from grease and oils, bruises, strains, danger attending moving machinery, falling overboard, electrical shock, falls on slippery decks or steep stairways, possible drowning, an crank case explosion.
Instruct and/or train subordinates in procedures and observe their work for accuracy and compliance with instructions.
Instruct and/or train subordinates in the safe and efficient performance of their duties.
Supervise shift crew in oiling, cleaning, painting, adjusting and/or repairs.
Make regular and/or periodic inspections of all machinery to determine the operating condition and the need for maintenance and/or repairs.
Accomplish repairs such as replacing bearings and/or castings; repairing fuel lines and/or grinding valves; replacing cylinders, pistons, and/or shears in auxiliary pumps and machinery; and removing and/or replacing complete assemblies.
Responsible for the effective and/or continuous operation of all mechanical and/or electrical equipment aboard the dredge.
Observe gages to determine the proper functioning of machinery.
