The primary purpose of this position is to perform as the Directorate's developer for the planning, execution and reporting of Information Assurance (IA) and Cyber Security disciplines for the space ground and launch systems throughout the Innovation & Prototyping Acquisition Delta (SSC/SZI).
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade (GS-11) or equivalent in other pay systems. Examples of specialized experience includes: utilizing a wide range of IT principles, concepts, methods, policies, design, development, testing, and applications, both hardware and software to assess the organization's IT business requirements and convince management toward a specific course of action; applying a full range of IT security requirements for certification/accreditation, network operations/protocols, systems testing/evaluation, and performance management methods to implement and coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities; planning and conducting security accreditation reviews for installed systems or networks and recommending new or revised security measures and countermeasures based on the results of accreditation reviews; and providing advice and guidance in implementing IT security policies and procedures in the development and operation of network systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of risk management processes (e.g., methods for assessing and mitigating risk); cybersecurity principles, concepts, practices, systems software, database software, and immediate access storage technology to carry out activities leading to security certification or accreditation. Knowledge of IT security principles, policies, products and services using the Risk Management Framework to assess risk factors and advise on vulnerability to attack from a variety of sources (e.g. destructive programs/applications/viruses, unauthorized access, disruption of services, espionage) and procedures and methods for protection of systems and applications. Knowledge of IT security principles, concepts, practices, products and services, and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures for Space Ground and Vehicle systems. Knowledge of Local Area Network security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry; Knowledge of cloud computing deployment models in private, public, and hybrid environments and the difference between on-premises and off-premises environments. Knowledge of space operational and acquisition activities including space system, satellite command and control systems, launch systems and associate mission process, systems, and applications. Knowledge of IT management information systems and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating system capabilities to support organizational business processes and operations. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Serves as the Delta Information System Security Developer. Applies cybersecurity policies for development of new and existing systems. Provides Delta Cloud Computing/Networking activities in compliance with legal and regulatory requirements and to meet customer needs. Provides technical assistance, systems advisory services, and training.
