Job Description:

The incumbent serves as the Subject Matter Expert, Department of Veterans Affairs (VA), Office of Information Technology (OIT), Compliance, Risk, and Remediation (CRR), Enterprise Records Service (ERS), performing duties as a program analyst under the direct supervision of the Team Lead and overall supervision of the Director, ERS.
To qualify for this position, all qualification requirements must be met by the closing date of this announcement 08/19/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Applicants must meet all requirements when a request is received to fill a vacancy. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: familiar with the laws, regulations, and policies pertaining to records management and can accurately articulate and apply this knowledge when performing duties. Skilled at fostering collaboration among different departments and within diverse teams. Detail-oriented approach and excellent time management skills, and adept at reaching deadlines. Possess the ability to prioritize tasks based on deadlines, importance, and scope of assignments. Excellent written and verbal communication skills, complemented by familiarity and experience with standard software programs such as Teams, Excel, Word, and PowerPoint. Experience with VIEWS, VA Correspondence, and Document Issues tracking tool. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Major Duties: Prepares for public comment notices on information collections for publication in the Federal Register and serves as the agency point of contact with OMB desk officer concerning all ICB matters. Develops and maintains directives associated with Collections of Information, Records and Information Management, Directives Management, and its associated procedural handbooks. Serves as the lead point of contact and has routine discussions with the Office of Congressional and Legislative Affairs (OCLA) to instruct them on the intricacies of the Release of Names and Addresses (RONA) program. Monitors and directs the operation of the Department's reports control system, and acts as the Department's subject matter expert, furnishing advice and assistance orally and in writing to the agency's offices, other key officials and individuals in all areas of responsibility. Serves as the subject matter expert and provides guidance and expertise in the development of agency directives, handbooks, and notices and is the official means by which department-wide policies, procedures, requirements, and other information is issued to organizational employees. Protects printed and electronic files containing sensitive data from unauthorized release, loss, altercation, or unauthorized deleted. Serves as the agency liaison with National Archives and Records (NARA) on records and information management issues. Investigates and interprets mandated requirements established by NARA and provides guidance and direction on records and information management activities. Serves as the subject matter expert, coordinating and monitoring all elements of the Release of Names and Addresses (RONA) program. Prepares goals, objectives, and action plans routinely to ensure established and/or proposed program initiatives are effectively managed and facilitated. Estimates and reports to team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensure that all team members are aware of and participate in planning for achievement of team goals and objectives. Conducts information collection strategy sessions with agency staff offices often require the incumbent to clarify, defend, interpret and provide significant technical guidance on management and program issues relative to the administration of policy as it relates to Federal law, legislation, regulations and proper procedures Department-wide. Maintains accountability of program and administrative reference materials, project files and relevant background documents and makes available policies, procedures and written instructions from the supervisor; maintains current knowledge to answer questions from team embers on procedures, policies, directives, etc. Serves as a subject matter expert for all activities associated with the agency Delegation of Authority (DOA). Understands the unit's strategic plan, mission, vision and values and integrates them into the team's strategies, goals, objectives, work plans and work products and services.
