To be considered for the position, you must meet the following qualification requirements: Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Graduate education must provide the applicant with the knowledge, skills, and abilities necessary to do the work of the position. GS-12: There is no substitution of education for specialized experience for this grade level. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progress for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-11: Experience presenting technical Human Resource information orally and/or in writing. Experience interpreting, applying and advising on management, agency personnel or the general public regarding hiring practices, recruitment strategies and applicable Human Resource regulations. Experience utilizing OPM or agency approved automated programs/systems to support various Human Resource functions. GS-12: Experience serving as a Human Resource liaison providing advisory guidance to other Human Resource professionals in the interpretation and proper application of Office of Personnel Management and/or agency specific policy, procedural issuance and changes. Experience providing training to others covering agency directed Human Resource policies and procedures related to Staffing, Classification, Recruitment, Affirmative Employment, etc. Experience conducting job analysis of positions by analyzing position descriptions and other technical standards in order to link appropriate job competencies and task statements. OR Combination of Education and Experience: GS-11 Only: Have a combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities. **Your eligibility for consideration will be based on your responses to the questions in the application. **
The Human Resource Specialist (Staffing Specialist) located in the Human Resource Management Division, Personnel Director’s Branch, Workforce Systems and Evaluation Section (WSES) is responsible for assisting the Chief and Deputy Chief, respectively managing, developing, and implementing special projects for various automated and non-automated initiatives within the Human Resource Management Division. Develops and/or assists in developing written recruitment, placement, and staffing plans for use in the field and Central Office. Develops personal contacts with other organization including the Office of Personnel Management (OPM). Conducts in-depth formal job analysis of position by studying position descriptions, policy statements, ACA, and other technical standards in order to write task statements concerning positions duties and to determine the knowledge, skills and abilities (KSA’s) necessary to perform those tasks. Designs rating forms for job analysis results.
