To qualify for a Contract Price/Cost Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) A current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A" above. AND B. Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the GS-13, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Creditable specialized experience includes: Utilizing the Federal Acquisition Regulations (FAR), particularly FAR Part 12 to acquisition of commercial products and commercial services. Experience with Commercial determinations, market research, supply chain management, cost and price analysis and negotiation techniques.
Participate in negotiation of various cost elements to develop, support and recommend pricing target rate.
Evaluate and analyze contractors' projections, audit and technical reports, project price trends, isolate economic factors, and price/cost data contained in proposals to determine reasonableness of all cost elements.
Preforms in-depth analysis of market research and price and cost proposals to determine reasonableness of offer of commercial products/ services to Government for commercial products/ services.
Provides commerciality recommendations to buying officials responsible for final commercial determinations.
Provides commercial acquisition training throughout the Agency.
Developing and sustaining Agency expertise in commercial acquisition, including market research, supply chain management and determining reasonableness for prices proposed.
Briefs senior Agency officials on current statutory and regulatory requirements pertaining to commercial products/ services.
