Applicants must meet the basic education requirements and possess the essential skills, knowledge, and abilities listed in the Executive Core Qualifications and Technical Qualifications paragraphs below. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed below , all new applicants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. Sub-Competencies: Fiscal Responsibility: Strategically manages, allocates and monitors financial resources. Aligns priorities and initiatives to justify budget proposals. Monitors expenditures, cuts unnecessary costs, and uses cost-benefit analysis to set priorities. Managing Resources: Manages resources efficiently and effectively based on current and projected organizational goals, skills, budget considerations, and staffing needs. TECHNICAL QUALIFICATIONS: To meet the minimum qualification requirements for this position, you must show that you possess the below TQS within your resume, not to exceed a 2 page resume: 1. Demonstrated executive level experience in managing operations that perform a full range of highly complex professional audit, accounting, or audit advisory services. This should include a comprehensive knowledge of Federal Government or other large private organizations' professional auditing standards, principles and practices for conducting highly complex audits 2. Extensive experience in leading organizational change with demonstrated success in change management best practices, including business process re-engineering, strategic communications, and building coalitions with all levels of management in the Federal Government or large private/corporate/industry organizations, Defense Contractors, or variety of external organizations. DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires the Enterprise Perspective. The applicant must have the ability to apply a broad point of view and an understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. Serves as Corporate Audit Director located at DCAA, Corporate Audit Directorate - Boeing. With the aid of the Deputy Corporate Director, directs and manages the operation of the assigned Corporate, with a $40 million annual operating budget. Ensures the coverage of mission critical contract audit and financial advisory services in support of the National Defense and related contracts with major Defense contractors. Directs the contract audits and assessments of U.S. Government contractors' systems for adequacy, accuracy and the acceptability of incurred and proposed contract costs in accordance with GAGAS and in compliance with the FAR. Through scientific statistical risk analysis procedures, tempered with expert judgment, assures that resources are properly assigned to subordinate field elements in a manner designed to achieve maximum payoff to the Government. Approves highly sensitive audit reports having intense congressional or DoD policy level interest. Meets with high-level DoD, contractor and procurement officials to resolve significant technical problems which, because of their magnitude, sensitivity or precedent-setting nature, require top level management intervention. Represents the Corporate or DCAA in meetings with DoD and other Federal agency officials, foreign, state, and local officials, leaders of civic groups, senior level officials from major Defense contractors, and other top-management officials. Oversees the Corporate's personnel, financial, information and other resources management and administrative services programs to assure that they adequately support the Corporate's audit mission.
